' $;945~,75~0!0 The Director of Public Works..recommends that ~a contract~be awarded to Precon Construction ComPany, the low bidder, and an~ appropriation of $945,755. The Director also recommends appropriation of $129,245 to Portsmouth Redevelopmen~ and. Housing Authority for the Housing Rehabilitation Program. P.R.H.A. will use these funds to establish a loan prog~am~o~f enable the North Truxton homeowners to finance the cost of%~ ~. their work. ~.!:~.~ ~ I, therefore, concur and red~mmend~ award of the contract' to the ~l.ow bidder and appropriation of ~I,125,000 from the Capital Improvement Plan." Mr. Orton stated that $325,000 will come from the Capital Improvement Fund and ~$'800,000 from the Public Utili%ies Fund.
