<br /> reconstruction of Harper Road; The major portion-of this'work
<br /> was funded by an ind~s~trial accesg-~ra~t; from the-State'of
<br /> Virginia. The proj'e~t has bee~ essentially completed.

<br /> Due to unforeseen circumstances the change order costs
<br /> exceeded the contract amount by 30%. Procurement laws require
<br /> Council approval for changes over 25%. The~ major change order
<br /> costs were due to, additional :sel:ect~ f'ill; n:eeded ;for the
<br /> extensive Uti~it~ re-lo,cations, e/~tfa:ex~av~ion ia~d 'base s'tone
