June 26, 1990 At a ~l~rmeeting of the City Council held on Tuesday, June 26, i990, there were present: Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, Jack P. Barnes, ~Ei G.'Corprew, Jr.~ James C. Hawks, L. Louise Lucas, J. Herbert Simpson, V. Wayne Orton, City Manager, ~tu.art E. Katz, C~ty Attorney. Rev. Earl D. Martin, Pastor, Church, opened the meeting with a of Alleg. fance to the Flag. Aldersgate United Methodist prayer, followed by the Pledge Mayor Webb welcomed all visitors in attendance~ Motion of Mr. Simpson and seconded by Mr. Gray, corrected minutes of a Called Meeting of June 11, 1990; minutes of a Public Hearing of June tl, 1990; a Called Meeting of~June 12, 1990; and minutes of a Regular Meeting June 12, 1990, to be approved as received, and was adopted by unanimous vote. 90-256 Presentation of the "Portsmouth Medal of Honor" to Steven H~rley Johnston and Jason Anthony Harrington. They were accompanied by Paulette Mason and Billy Johnston, Steven's mother and brother; and Mary Bunch and Jennifer Bradshaw, Jason's mother and sister. Craig Sellers, the rescued child, and his mother, Stacey O'Brien were also present. 90-257 Presentation of the new "Silver Dollar Award" was made to Sheriff Gary W. Waters and Purchasing Agent John F. Grook for their efforts in saving the City over $110,000 through the rebidding of the Jail food contract. 90-258 Certificates of Appreciation were presented to Grant Creekmore, Brad Cherry, and Johnny Clemons for their service on the School Board. Talethia Talley accepted the certificate for her father, Bishop Thomas E. Talley, for his service on the Enterprise Zone Advisory Commission. Susan H. Burton received a certificate for her service on the Supplemental Retirement Board. John Epperson received a certificate for his service on the Commission of Architectural Review for Port Norfolk/Park View. L~e E. Kin~ received a certificate for his service on the Parks & Recreation Commission. UNFINISHED BUSINESS - CONSENT AGENDA On motion of Mr. Simpson and seconded by Mr. Hawks, the following items approved on first reading at the Regular Meeting of June 12, 1990, ~were adopted on final reading, and by the following vote: 90-234 "AN ORDINANCE TO APPROPRIATE $86,000. FROM THE CAPITAL IMPROVEMENT FUND FOR THE INSTALLATION OF AN UNDERGROUND ELECTRICAL DISTRIBUTION SYSTEM AND STREET LIGHTING ON THE CITY OWNED PORTION OF THE RIVER POINTE CORPORATE CENTER." 90-235 "AN ORDINANCE TO APPROPRIATE $46,000. FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND FOR THE REPAIR AND REHABILITATION OF THE EQUIPMENT STORAGE BUILDING AT THE PUBLIC UTILITIES COMPLEX ON GODWIN STREET."
