288 <br /> <br />June 26~ 1990 <br /> <br /> 90-266 (a & b) <br /> <br /> (a) Letter from the City Manager recommending adoption of <br />a resolution approving the merger of the Southeastern Virginia <br />Planning District Commission and the Peninsula Planning District <br />Commission into the Hampton Roads Planning District Commission <br />under the provisions of the Virginia Area-Development Act. <br />[Approve Charter]~ <br /> <br /> "The'Southeastern Virginia Planning District Commission <br />and the Peninsula Planning District Commission are planning a <br />merger of the two bodies which will become effective July 1, <br />1990. This merger is permitted under the provisions of the <br />Virginia Area Development Act. Thenew..Commission'will be the <br />Hampton Roads Planhing District Commission. The City Council: <br />has previously adopted a resolution indicating a desire to <br />participate: in~t~e me~ged Planning District Commission. <br /> <br /> The new P.lanning District will include 25% of Virginia's <br />population, which should enhance the ~egion's voice in influ- <br />encing State legislation and policy, especially in port develop- <br />ment and transportation funding. The merger will foster <br />increased regionalism among all of the Hampton Roads <br />communities. <br /> <br /> Two resolutions are presented for your approval. One <br />authorizes the City Manager to execute the Charter Agreement <br />of the Hampton Roads Planning District Commission, and the <br />other gives the City's approval to the proposed Bylaws of the <br />organization. I recommend that the resolutions be adopted." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. <br />following resolution was adopted on first and <br />by the following vote: <br /> <br />Lucas, the <br />final reading, and <br /> <br /> "A RESOLUTION APPROVING THE MERGER OF THE SOUTHEASTERN <br />VIRGINIA PLANNING DISTRICT COMMISSION AND THE PENINSULA PLANNING <br />DISTRICT COMMISSION INTO THE HAMPTON ROADS PLANNING DISTRICT <br />COMMISSION UNDER THE PROVISIONS OF THE VIRGINIA AREA DEVELOPMENT <br />ACT. <br /> <br /> WHEREAS, the communities (the "Communities") comprising <br />Planning Districts Twenty and Twenty-one (the "Districts") have <br />determined that the community of interest, the ease of <br />communications and transportation, and geographic factors and <br />natural boundaries among the communities are such that the best <br />interests of the Communities would be served by merging the <br />Districts into one District and also by merging the Southeastern <br />Virginia Planning District Commission and the Peninsula Planning <br />District Commission into the Hampton Roads Planning District <br />Co~mission; and <br /> <br /> WHEREAS, the City of Portsmouth has by prior resolution, <br />duly adopted, expressed its desire to participate in the <br />creation and membership of the merged Hampton Roads Planning <br />District Commission; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that <br /> <br /> 1. The City of Portsmouth hereby approues the merger of <br />the Districts into one district, effective July 1, 1990 or upon <br />the date as of' which the Virginia Department of Housing & <br />Community Development declares the Districts merged, whichever <br />occurs later. <br /> <br /> 2. The City Manager of the City of Portsmouth is hereby <br />authorized to execute the Charter Agreement of the Hampton Roads <br />Planning District Commission in the form attached hereto as <br />Exhibit A, which shall become effective upon the date the <br />Districts merge." <br /> <br /> <br />
