<br />June 23. 2009 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 23, 2009 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, *Elizabeth M. Psimas, Deputy City <br />Manager Betty Burrell, City Attorney G. Timothy Oksman. <br /> <br />09 - 329 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 23, 2009 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 330 - The following items were discussed in Public Work Session: <br /> <br />1. Update on economics as it pertains to Virginia First Cities - James Regimbal, Jr., <br />Fiscal Analytics, Ltd. <br /> <br />2. Census 2010 - Patricia Knight, U. S. Census Bureau, Census 2010 Partnership <br />Specialist. <br /> <br />3. Richmond/Hampton Roads Passenger Rail Project - George Brisbin, Manager of <br />Transportation/Maritime Planning <br /> <br />4. Churchland Library - Sue Burton, Director of Libraries <br /> <br />5. Cradock Library - Betty Burrell, Chief Financial Officer / Sue Burton, Director of <br />Libraries <br /> <br />'" The following is a statement of consensus by the City Council: <br /> <br />After considerable discussion, City Council members agreed to have the Cradock <br />Branch Library remain in its current location. For the biennial budget, rent will be $12 <br />per year and the next three years would cost approximately $45,000. An agreement will <br />to be negotiated between the City and the property owner. <br /> <br />09 - 331 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss appointments to boards and commissions, and also personnel matters, as per <br />subsection 1. We will also discuss legal matters requiring the advice of legal counsel, <br />as per subsection 7. <br /> <br />The subjects of the meeting are the performance of individual public officials, <br />Council appointments, and also legal matter involving community quality. <br /> <br />The purpose of the meeting is to allow confidential discussion of appointments, <br />personnel matters, and legal strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />
