302 <br /> <br /> July 10, 1990 <br /> <br /> NO action is required by City Council for the installation <br />of the proposed sewage pump-out facility. However, the Council <br />must agree to accept the pump-out unit from the State Health <br />Department at no cost to the City other than its installation, <br />which is estimated to be between S500 and $800. <br /> <br /> I, therefore, concur and recommend awa~rd of~the dolphin <br />installation and dock repairs to the low bidder, Crofton Diving <br />Corporation In the amount of $9,733.43 and acceptance o~ the <br />sewage pump-out from the State Health Department." <br /> <br /> Motion of Mr. King and seconded by Mr. Hawks, to award <br />dolphin installation and dock repairs to the low bidder~ <br />Crofton Diving Corporation, in the amount of $9,733.43 and <br />acceptance of the sewage pump-out from the State Health <br />Department, was adopted by unanimous vote. <br /> <br />the <br /> <br /> 90-290 Letter,from the City Manager recommending <br />adoption of a motion to award a contract to Economic Research <br />Associates to conduct a feasibility study of the Museums and <br />their potential economic impacts on the City. <br /> <br /> "Early in 1990, the Department of Museums was directed by <br />former City Manager George Hanbury, and supported by the <br />Portsmouth Museum and Fine Arts Commission, to select a <br />consulting firm tO conduct a feasibility study on the Museums <br />and their potential economic impacts on the City. Economic <br />Research Associates, a respected economic consulting firm based <br />in Vienna, Virginia, teamed with PDR Group, a Virginia. based <br />museum program and design company, have been selected on a <br />competitive basis to conduct the study. Their purpose will be <br />to establish visitation patterns and attendance projections and <br />then to provide an overall focus for the Portsmouth Museums. <br /> <br /> In consultation with the Museum staff and the Museum and <br />Fine Arts Commission, ERA/PDR proposes to conduct extensive <br />market analysis and attendance projections, program analysis, <br />economic impacts and financial and operational planning for the <br />Museums Department. In addition, other tourism oriented <br />attractions such as the Virginia Sports Hall of Fame, Olde <br />Towne Historic District, Portsmouth Historical Association's <br />Hill House and citizens generated concepts will be included in <br />the study. This study is timely in nature as it will fit <br />closely with the purposes of the City of the Future Initiative <br />and will provide accurate data upon which to base the decision <br />making for the future of the Department. The cost of the work <br />to be done is not to exceed $38,000. Funds are available from <br />a previous appropriation to develop a concept for a new museum. <br /> <br /> The Director of Museums recommends selection of ERA and <br />PDR. I concur and, therefore, recommend that you authorize an <br />award of a contract." <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, to award <br />the contract to Economic Research Associates, was adopted by <br />the following vote: ~ ~ <br /> <br /> Ayes: Epperson, King, Hawks, Lucas, Webb <br /> Nays: Clemens, Corprew <br /> <br /> <br />
