<br />May 26. 2009 <br /> <br />Staff Recommends: <br />. Adoption of a resolution authorizing the City Manager to execute a Deed and any <br />other necessary documents to convey to the Portsmouth Redevelopment and Housing <br />Authority of the City of Portsmouth, Virginia that parcel of land located at 1715 Columbia <br />Street and known as Tax Parcel 0113-0560, and to do any and all acts necessary to <br />effect said conveyance. Vision Principal: Thriving Neighborhoods and a Sense of <br />Community <br /> <br />Next Steps following City Council Action: <br />. The City Manager will execute the Deed conveying the property subject to such <br />easements as may be necessary to be reserved for any City infrastructure lying within <br />said parcel, and to do any and all acts necessary to affect said conveyance. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND <br />OTHER NECESSARY INSTRUMENTS TO CONVEY TO PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY OF THE CITY OF PORTSMOUTH, <br />VIRGINIA A PARCEL OF LAND LOCATED AT 1715 COLUMBIA STREET AND <br />KNOWN AS TAX MAP AND PARCEL 0013-0560. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a deed and other necessary <br />instruments to convey to Portsmouth Redevelopment and Housing Authority of the City <br />of Portsmouth, Virginia a parcel of land located at 1715 Columbia Street, as shown on <br />an exhibit attached hereto, entitled: "Tax Map 0113, Parcel 0560", and to do any and all <br />acts necessary to effect said conveyance." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 295 - Adoption of a resolution supporting a proposed submittal to the U.S. <br />Department of Housing and Urban Development (HUD) of a substantial amendment to <br />the City of Portsmouth's FY 2009 Annual Action Plan to allocate $473,578 of <br />Community Development Block Grant Recovery Act funds. Vision Principle: A Robust <br />and Prospering Economy. <br /> <br />Background: <br />. Congress has designated CDBG-R funds under Title XII of Division A of the <br />American Recovery and Reinvestment Act of 2009 (Recovery Act) for communities to <br />support a broad range of housing, community development, and economic development <br />projects that are ready to go. In order to receive these funds, the City of Portsmouth <br />must submit to HUD a substantial amendment to the FY 2009 Annual Action Plan. <br /> <br />Discussion: <br />. The Department of Planning requests approval to allow for the submittal to HUD <br />of the substantial amendment to the FY 2009 Annual Action Plan to allow the City of <br />Portsmouth to receive $473,578 of CDBG-R entitlement funds. <br /> <br />Financial Impact: <br />. $473,578 will be available to support a broad range of housing, community <br />development, and economic development projects that are ready to go. There is no <br />matching fund requirement for the City. <br /> <br />Staff Recommends: <br />.
