May 26. 2009 Staff Recommends: . Adoption of a resolution authorizing the City Manager to execute a Deed and any other necessary documents to convey to the Portsmouth Redevelopment and Housing Authority of the City of Portsmouth, Virginia that parcel of land located at 1715 Columbia Street and known as Tax Parcel 0113-0560, and to do any and all acts necessary to effect said conveyance. The City Manager will execute the Deed conveying the property subject to such easements as may be necessary to be reserved for any City infrastructure lying within said parcel, and to do any and all acts necessary to affect said conveyance. Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND OTHER NECESSARY INSTRUMENTS TO CONVEY TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA A PARCEL OF LAND LOCATED AT 1715 COLUMBIA STREET AND KNOWN AS TAX MAP AND PARCEL 0013-0560. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute a deed and other necessary instruments to convey to Portsmouth Redevelopment and Housing Authority of the City of Portsmouth, Virginia a parcel of land located at 1715 Columbia Street, as shown on an exhibit attached hereto, entitled: "Tax Map 0113, Parcel 0560", and to do any and all acts necessary to effect said conveyance." Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 295 - Adoption of a resolution supporting a proposed submittal to the U.S. Department of Housing and Urban Development (HUD) of a substantial amendment to the City of Portsmouth's FY 2009 Annual Action Plan to allocate $473,578 of Community Development Block Grant Recovery Act funds. Vision Principle: A Robust and Prospering Economy. Background: . Congress has designated CDBG-R funds under Title XII of Division A of the American Recovery and Reinvestment Act of 2009 (Recovery Act) for communities to support a broad range of housing, community development, and economic development projects that are ready to go. In order to receive these funds, the City of Portsmouth must submit to HUD a substantial amendment to the FY 2009 Annual Action Plan. Discussion: . The Department of Planning requests approval to allow for the submittal to HUD of the substantial amendment to the FY 2009 Annual Action Plan to allow the City of Portsmouth to receive $473,578 of CDBG-R entitlement funds. Financial Impact: . $473,578 will be available to support a broad range of housing, community development, and economic development projects that are ready to go. There is no matching fund requirement for the City. Staff Recommends: . Adoption of a resolution of submittal to HUD of the substantial amendment to the FY 2009 Annual Action Plan.
