<br />May 12. 2009 <br /> <br />Next Steps Following Council Action: <br />. The City Manager has ultimate responsibility and authority for the implementation <br />of the Capital Improvement Program. The Chief Financial Officer has day-to-day <br />responsibility for ensuring the CIP is spent as appropriated by City Council. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $22,139,999 IN THE FY 2009-2010 CAPITAL <br />IMPROVEMENT FUND AND $20,366,535 IN THE FY 2009-2010 PUBLIC UTILITIES <br />CAPITAL IMPROVEMENT FUND." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 261 - Adoption of a resolution approving the 5-Year Consolidated Plan (CP) for <br />Housing and Community Development Programs for Federal Fiscal Years 2009 to 2013 <br />and the Annual Action Plan for Federal Fiscal Year 2009 (City 2010) and to authorize <br />the City Manager to submit the plans to the US Department of Housing and Urban <br />Development (HUD) by May 15, 2009. Vision Principle: A Robust and Prospering <br />Economy. <br /> <br />Background: <br />. The City prepared the 5-Year CP in order to strategically implement federal <br />funding programs that support housing, community and economic development <br />activities within Portsmouth. HUD intends that communities develop a comprehensive <br />vision that encompasses affordable housing, adequate infrastructure, fair housing, <br />enhancement of civic design, vigorous economic development combined with human <br />development and a continuum of care for helping the homeless. <br />. For each of the five years covered by the CP, the City prepares an Annual Action <br />Plan detailing how the resources made available will be used to implement the goals <br />outlined in the 5-Year CPo FY 2010 (FFY 2009), which runs July 1, 2009 through June <br />30, 2010, is the first plan of the five-year cycle. <br />. The City of Portsmouth will receive funds through the Community Development <br />Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). <br />The financial resources the City expects to have available during the FY 2010 program <br />year include a CDBG entitlement grant of $1,744,434, projected program income of <br />$122,000, and reprogrammed prior year funds of $400,000 (total $2,266,434). The City <br />will have available a HOME entitlement grant of $705,492, program income of <br />$100,000, reprogrammed prior year funds of $148,885, and prior year program income <br />of $351 ,067 (total $1,305,444). <br /> <br />Discussion: <br />. The Department of Planning requests adoption of the 5-Year CP and the FY <br />2009 Annual Action Plan to and to authorize the City Manager to submit the plans to <br />HUD allowing the City of Portsmouth to receive its CDBG and HOME entitlements. <br /> <br />Financial Impact: <br />. Funds will be available for undertaking the priorities established by the 5-Year <br />CP and in agreement with the statutory purposes of the CDBG and HOME programs. <br />. There is no matching fund requirement for CDBG funds. HOME funds require a <br />match contribution of not less than 12.5% of the HOME funds drawn. <br /> <br />Staff Recommends: <br />. Approve adoption of the 5-Year CP and the FY 2009 Annual Action Plan and to <br />authorize the City Manger to submit the plans to HUD. Vision Principle: A Robust and <br />Prospering Economy. <br />
