<br />May 12. 2009 <br /> <br />i. Adoption of an ordinance to amend Chapter 13 and Appendix A of the City Code <br />by establishing or amending certain fees for services provided by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />j. Adoption of an ordinance to amend Chapter 35 of the City Code pertaining to <br />Exemption and Partial Exemption from Real Estate Taxes for Qualified Elderly and <br />Disabled Persons. <br /> <br />Next Steps Following Council Action: <br />. The City Manager has ultimate responsibility and authority for implementation of <br />the Annual Operating Budget. The Chief Financial Officer has day-to-day responsibility <br />for ensuring the budget is spent as appropriated by the City Council. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-258 (A): <br /> <br />"ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2008-33 AND TO <br />IMPOSE AND LEVY TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND <br />ENDING JUNE 30TH, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING <br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE <br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE <br />SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-258 (B): <br /> <br />"ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 35-272 THEREOF TO <br />INCREASE THE CITY TAX ON CIGARETTES." <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-258 (C): <br /> <br />"ORDINANCE TO APPROPRIATE $557,381,803 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2009." <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-258 (D): <br /> <br />"ORDINANCE ADOPTING THE FY 2009-2010 CLASSIFICATION AND PAY PLAN <br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br />
