Adoption of an ordinance to amend Chapter 13 and Appendix A of the City Code by establishing or amending certain fees for services provided by the Department of Fire, Rescue and Emergency Services. j. Adoption of an ordinance to amend Chapter 35 of the City Code pertaining to Exemption and Partial Exemption from Real Estate Taxes for Qualified Elderly and Disabled Persons. Next Steps Following Council Action: . The City Manager has ultimate responsibility and authority for implementation of the Annual Operating Budget. The Chief Financial Officer has day-to-day responsibility for ensuring the budget is spent as appropriated by the City Council. Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: 09-258 (A): "ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2008-33 AND TO IMPOSE AND LEVY TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND ENDING JUNE 30TH, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: 09-258 (B): "ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 35-272 THEREOF TO INCREASE THE CITY TAX ON CIGARETTES." Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: 09-258 (C): "ORDINANCE TO APPROPRIATE $557,381,803 FOR THE OPERATION OF CITY GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2009." Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: 09-258 (D): "ORDINANCE ADOPTING THE FY 2009-2010 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA."
