Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None - New Business - 09 - 262 - Boards and Commissions There were no appointments. 09 - 263 - Items Submitted by Council Members Motion by Ms. Psimas, and seconded by Mr. Smith, to add an item to the agenda, and was adopted by the following vote: Ayes: Heretick, Psimas, Randall, Smith, Whitehurst, Holley Nays: Moody Motion by Ms. Psimas and seconded by Mr. Smith, to adopt an ordinance of the Council of the City of Portsmouth, Virginia (THE "CITY") authorizing the General Obligation Guaranty by the City of the timely payment of a portion of principal of and interest on certain guaranteed Subordinated Revenue Bonds to be issued by the Southeastern Public Service Authority of Virginia ("SPSA") For the purpose of refunding and restructuring certain outstanding bonds of SPSA, and was adopted by the following vote: Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None ~ Mr. Whitehurst reminded citizens of the 125th Memorial Day Parade, 11 a.m., Monday, May 25,2009. ~ Mr. Smith thanked City Clerk Debra White for her guidance during the budget process from an agenda protocol perspective. ~ Debra White, City Clerk, reminded citizens of the Community Meeting, 7 pm., Monday, May 18, 2009 at I.
