All appr2ovedprojects have
either been completed or are in progress with imminent
completion dates.

One building'complex which,,was ~not addre~se~ wa,s ~h~e Civic
Center. However, wi%h the fiscaI 1991 operating budget, this
complex received approval for installation of a new
state-of-the-art HVkC ~cb~troI system through lease-~urchase
arrangem~en~. ~ The ~id for equipm~nt~, ~statlation,and
maintenance was awarded to Johnsdn Co~trols, Inc. Fol,lowi.ng'
installation of the control equipment, which was completed in
August, the boiler which provides heat for the complex was
tested and found to be in need of major repairs. The cost of
repairs is estimated at $9,555.00 by Johnson Controls.

The Director of General Operations recommends that funds
in the amount of $10~-500 be appropriated' f~om the CIP
contingency to cover the cost of renovation. This amount
includes a 10% contingency for emergency change orders.
Completion of this work will extend the life of the existing
boiler, thereby preventing a much greater expenditure which
would be required for boiler replacement. It is ~urther
recommended ~tha~ the co~tract for the proposed renovat~ions be
awarded to Johnson Controls, Inc~ as sole source. This
company, as mentioned, is currently under contract for
maintenance of HVAC controls and, in that capacity, discovered
the deficiencies which"exist. Additionally, the renovations
need to,be expedited_due to~.the coming.change~of seasons.

I concur w'i%h these recommendations and~request your
approval of an appropriation fror~ the~CIP~contingency in the
amount of $10,500 and award of contract to the recommended
firm."

Motion of MP. Clemons~ahd seconded~by Mr. King, the
following ordznance was appro~ve on first readin~g, and awarded
the contrac, t to Johnson Controls, by unanimous-'vote:

"AN OR~DiNkN~E~T~ APPROPRIATE $~10,500;00 FROM' THE' C~kPITAL
IMPROVEMENT FUND FOR.EMERGENCY.~REPAIRS 'TO T~HE CIVIC CENTER
BOiLER~.~ ....... ~ ~ . ~ -
