Douglas Powell, Raymond <br />Turner, Susan Taylor-Hansen, Derry Haywood, II. ' <br /> <br /> Mayor Webb opened the joint meeting with the following <br />remarks: <br /> <br /> "I am pleased tonight to welcome the members of the <br />Planning commission, who are joining us in a Joint Public <br />Hearing on the 1990-95 Capital Improvement Plan, better known <br />as the CIP. A Capital Improvement Plan is a planning document <br />which, once it has been adopted by the CitY Council, serves as <br />a guide for public improvements..to .streets,~ schools, water and <br />sewer lines, public buildings, and other elements of the <br />physical structure of the city. Generally speaking, each <br />capital improvement project should have a minimum life <br />expectancy of 20 years. This is because most CIP projects are <br />financed by general obligation bonds, which are repaid over a <br />twenty year period. Obviously, we don't want to be paying for <br />a project long after it has outlived its usefulness. <br /> <br /> <br />
