The following members of the Planning Commission were present- Marilyn Sallee, Vice Chairman, J. Douglas Powell, Raymond Turner, Susan Taylor-Hansen, Derry Haywood, II. ' Mayor Webb opened the joint meeting with the following remarks: "I am pleased tonight to welcome the members of the Planning commission, who are joining us in a Joint Public Hearing on the 1990-95 Capital Improvement Plan, better known as the CIP. A Capital Improvement Plan is a planning document which, once it has been adopted by the CitY Council, serves as a guide for public improvements..to .streets,~ schools, water and sewer lines, public buildings, and other elements of the physical structure of the city. Generally speaking, each capital improvement project should have a minimum life expectancy of 20 years. This is because most CIP projects are financed by general obligation bonds, which are repaid over a twenty year period. Obviously, we don't want to be paying for a project long after it has outlived its usefulness.
