October 10, 2000 <br /> <br />Financial Impact: <br /> <br />· The City is expected to receive $375,000 in grant funds and a match of $93,750 is <br />required. The necessary local funds have been appropriated by the City Council for <br />design of the next phase of Highland Biltmore drainage improvements in the 2000-2001 <br />Capital Improvement Plan. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ADOPTING A LOCAL BUSINESS AND EMPLOYMENT PLAN FOR <br />THE CITY OF PORTSMOUTH FOR THE HIGHLAND BILTMORE COMMUNITY <br />IMPROVEMENT GRANT PROJECT. <br /> <br /> WHEREAS, the U. S. Department of Housing and Urban Development, through <br />the Virginia Department of Housing and Community Development, has made available <br />Community Improvement Grant funds to aid localities in recovery efforts associated with <br />Hurricane Bonnie; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has previously taken <br />necessary steps to apply for these funds; and <br /> <br /> WHEREAS, the funding is intended to be used for Highland Biltmore <br />Improvements, which will consist of drainage improvements in this Iow and moderate <br />income neighborhood; and <br /> <br /> WHEREAS, regulations for this grant require that the City of Portsmouth have an <br />adopted Local Business and Employment Plan in order to qualify to receive Community <br />Improvement Grant funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that the Local Business and Employment Plan for the Highland <br />Biltmore Community Improvement Grant project dated October 2000, be approved." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 257 - Adoption of a motion to exceed the 25% limit of allowable change orders to <br />the contract for replacement of a portion of the east side Civic Center basement floor. <br /> <br />Recommendation: <br /> <br />· Approval of a motion to exceed the 25% limit of allowable change orders to the <br />contract for replacement of a portion of the east side Civic Center basement floor. <br /> <br />Purpose and Need: <br /> <br />· This change order is necessary because the original contract was for the <br />replacement of half of the basement floor. <br /> <br />· Negotiations were conducted with the sole bidder for the remaining half of the <br />basement floor while the contractor is on the site. The contractor for this work is <br />Eastern Waterproofing and Restoration, Inc. <br /> <br />Financial Impact: <br /> <br />· The change order amount for the project is approximately $215,000. <br /> <br />· Sufficient funds have been identified subsequent to the original bid for the remainder <br />of the basement floor. <br /> <br /> <br />
