October 10, 2000 Financial Impact: · The City is expected to receive $375,000 in grant funds and a match of $93,750 is required. The necessary local funds have been appropriated by the City Council for design of the next phase of Highland Biltmore drainage improvements in the 2000-2001 Capital Improvement Plan. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION ADOPTING A LOCAL BUSINESS AND EMPLOYMENT PLAN FOR THE CITY OF PORTSMOUTH FOR THE HIGHLAND BILTMORE COMMUNITY IMPROVEMENT GRANT PROJECT. WHEREAS, the U. S. Department of Housing and Urban Development, through the Virginia Department of Housing and Community Development, has made available Community Improvement Grant funds to aid localities in recovery efforts associated with Hurricane Bonnie; and WHEREAS, the Council of the City of Portsmouth, Virginia, has previously taken necessary steps to apply for these funds; and WHEREAS, the funding is intended to be used for Highland Biltmore Improvements, which will consist of drainage improvements in this Iow and moderate income neighborhood; and WHEREAS, regulations for this grant require that the City of Portsmouth have an adopted Local Business and Employment Plan in order to qualify to receive Community Improvement Grant funds. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the Local Business and Employment Plan for the Highland Biltmore Community Improvement Grant project dated October 2000, be approved." Recommendation: · Approval of a motion to exceed the 25% limit of allowable change orders to the contract for replacement of a portion of the east side Civic Center basement floor. Purpose and Need: · This change order is necessary because the original contract was for the replacement of half of the basement floor. · Negotiations were conducted with the sole bidder for the remaining half of the basement floor while the contractor is on the site. The contractor for this work is Eastern Waterproofing and Restoration, Inc. Financial Impact: · The change order amount for the project is approximately $215,000. · Sufficient funds have been identified subsequent to the original bid for the remainder of the basement floor.
