394 <br /> <br />October 9, 1990 <br /> <br /> 90-414 - Letter f. rom the City Manager recommending <br />adoption of an ordinance to appropriate $20,000 from the <br />Capital Improvement Fund for playground equipment replacement <br />and improvements in the City of pOrtsmouth. <br /> <br /> "The 1990 Capital Improvement Program authorizes $20~000 - <br />for playground equipment replacement and improvements. Two <br />such pr6jects have be-en requested by the Director of Le{sure <br />Services. Th~ first item is a playground set for theChartes <br />Peete Little League CompIex. The League is growing yearly as <br />is th~.r~sidlentia~development surrounding the facility and <br />improvement of this playground will be a valuable community <br />asset. <br /> <br /> ~ The second item is replacement bleachers to be used <br />City-wide. Last year, thirty bleachers were removed from <br />service for safety reasons. This project would provide ~en <br />bleachers to partially replace those which were removed from <br />service. These will be heavy duty bleachers which are expected <br />to have a significantly longer life. Larry Hasley and <br />Associates was the lqwest responsible bidder on both items, <br />with a bid of $12,550 for the playground set and-S6,813 for the <br />bleachers. <br /> <br /> I recommend appropriation of $20,000 from the Capital <br />Improvement Fund for the purchase of theSe two items." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Hawks, the <br />following ordinance was approved on first reading, and <br />by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $20,000.00 FROM THE <br /> CAPITAL IMPROVEMENT FUND FOR PLAYGROUND EQUIPMENT <br /> REPLACEMENT AND IMPROVEMENTS IN THE CITY OF <br /> PORTSMOUTH." <br /> <br /> 90-415 - Letter from the City Manager recommending <br />adoption of an ordinance to amend Chapter 38 of the code of the <br />City of Portsmouth, Virginia, 1988, by amending sections <br />38-166, 38-168(b), 38-168(d), 38-170, 38-174(a), 38-174(e), <br />38-185(a), and 38-187(a), and by repealing section 38-180 <br />thereof pertaining to water backflow prevention and <br />cr'oss-connection control. <br /> <br /> "The Director of Public Utilities has requested minor <br />changes be made to sections of Chapter 38 of the City Code. <br />The specific sections deal With the City's Backflow Prevention <br />and Cross Connection Control Program. The changes requested <br />are minor changes to definitions allowing the Director's <br />designee to conduct inspections, to allow a longer time period <br />for written notice (ten working days instead of ten calendar <br />days) and to repeal an outdated section dealing with overflow <br />pipes to tanks; These changes are in the nature of <br />housekeeping to keep the City Code-current. <br /> <br /> The Public utilities Department is responsible for <br />administering a Backflow and Cross Connection Prevention <br />Program for Portsmouth's water system. This program is <br />required by Stat~ statute and is necessary to preclude the <br />entry of contaminated water from industrial and other sources <br />back into the City's water distribution system. Portsmouth's <br />program has been in place since 1973 and is successful. The <br /> <br /> <br />
