392 <br /> <br />October 9, 1990 <br /> <br />e <br /> <br />The proposed system can be expanded to cover all <br />City buildings, thereby eliminating the need for <br />the variety of security systems and their <br />attendant maintenance fees which amount to <br />$13,000 per year. <br /> <br />The proposed"system will have a direct link to <br />the E911 Dispatch Center which, will provide for <br />more immediate response to fire or security alarms. <br /> <br /> I concur with the Director of General Operations <br />and recommend the appropriation of $72,567 from the Capital <br />Improvement Fund and' award of contract to Johnson Controls, <br />Inc. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Hawks, the <br />following ordinance was approved on first reading, and awarded <br />the contract to Johnson Controls, by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $72~567.00 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR THE PURCHASE AND INSTALLA- <br />TION OF FIRE AND SECURITY ALARM SYSTEMS." <br /> <br /> 90-412 - Letter from the City Manager recommending <br />adoption of an ordinance to appropriate $47,400 from the <br />Capital Improvement Fund for the construction of a K-9 Kennel <br />facility for the Portsmouth Police Department, and <br />authorization to award the bid to Patillo & Holcomb. <br /> <br /> "In the 1989-90 Capital Improvement Plan, authori- <br />zation was included for project costs for construction of a new <br />Police K-9 Kennel facility. The project, if approved, will <br />provide an improved and expanded facility for training the dogs <br />which are used for criminal apprehension and crime prevention. <br /> <br /> Presently, the Police K-9 Kennel is housed in an old and <br />deteriorated structure which uses a septic system rather than <br />available City sewage. Plans and specifications have been <br />developed for the expanded replacement facility and bids have <br />been received as follows: <br /> <br />Patillo & Holcomb, Portsmouth $ 43,088 <br />Woodbury Mechanical & General <br />Contractors, Chesapeake $ 46,850 <br /> <br /> In order to adequately provide for this important Police <br />unit, the Director of General Operations recommends approval of <br />the project as it is proposed. The cost as bid is increased <br />over the originally estimated S35,000 authorized in the CIP due <br />to the need for installation of catch basins and a force main <br />which are environmentally safe and necessary. The total amount <br />of the requested appropriation is S47,400 which allows 10% in <br />contingencies for change orders. <br /> <br /> I concur and recommend adoption of the ordinance to <br />appropriate $47,400 for the K-9 Kennel and a motion to approve <br />the award of contract to Patillo & Holcomb, low bidder for the <br />project." <br /> <br /> <br />
