390 <br /> <br /> October 9, 1990 <br /> <br /> At a regular meeting of the City Council <br />October 9, 1990, there were present: <br /> <br />held on Tuesday, <br /> <br />Mayor Gloria O. Webb, Vice Mayor E. Go Corprew Jr., <br />Johnny M. Clemons, John Ho Epperson, Lee Eo King, <br />James C. Hawks, L. Louise Lucas, V. Wayne Orton, <br />City Manager, Stuart E. Katz, City Attorney <br /> <br /> Genean Hines, 4th grade student, at Olive Branch <br />Elementary School, opened the meeting with prayer, followed by <br />Brandon Lauterback, 5th grade student, at Olive Branch <br />Elementary School, leading the Pledge of Allegiance to the <br />Flag. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King, the <br />minutes of the Called Meeting of September 25, 1990; and the <br />minutes of the Regular Meeting of September 25, 1990,~ to be <br />approved as received, and was adopted by unanimous vote. <br /> <br />90-407 - Presentation of Proclamations to: <br /> <br /> Lisa Sand, Virginia's Table Coordinator, Foodbank of <br />Southeastern Virginia, "World Food Day". <br /> <br /> Lt. Charles Trotter, Commander of Crime Prevention Unit, <br />Sgt. Sherry welch, Mr. MacGruff, the Crime Dog, for "Crime <br />Prevention Month" <br /> <br /> Mayor Webb presented Mr. MacGruff, a Portsmouth hat in <br />commemoration of his 10th Birthday. <br /> <br />90-408 - NON-AGENDA SPEAKERS - There were no speakers. <br /> <br /> 90-409 - Public Hearing to consider adoption of a <br />resolution authorizing the issuance of $4,550,000 of General <br />Obligation Bonds for the purpose of providing funds to pay the <br />cost of various capital improvement projects of the City and to <br />authorize and provide for the issuance and sale of like amount <br />of General Obligation Bond anticipation notes in anticipation <br />of the issuance and receipt of the proceeds and sale of such <br />bonds. <br /> <br />No speakers. <br /> <br />No action taken. <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> 90-395 - Motion of Mr. Clemons and seconded by Mr. <br />Epperson, the following ordinance approved on first reading <br />at the Regular Meeting of September 25, 1990, was adopted on <br />final reading and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,500.00 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR EMERGENCY REPAIRS TO THE <br />CIVIC CENTER BOILER." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, <br />Nays: None <br /> <br />Webb <br /> <br /> <br />
