4OO <br /> <br /> October 9, 1990 <br /> <br /> "The Director of Public Utilities has proposed exploring a <br />new approach to increase the capaCity of Lake Kilby, one of <br />Portsmouth's four'reservoirs located in. Suffolk. <br /> <br /> The Department has identified a 37.38 acre City-owned <br />parcel fronting Benton Road (State Route 683) and adjacent to <br />Lake Kilby which appears to be suitable for~!a mineral mining <br />operation. This suitability is based upon the location.of <br />adjacent minera~mining operations and'the digging of !0'15 <br />foot deep test pits on-site; The soil from this parcel appears <br />Suitable for use as ~a select material in'highway projects and <br />once the site is mined~ it could be flooded tO.~ncrease the. <br />Kilby Reservoir's storage capa¢ity~by as much as i0.4% or 48.6 <br />million gallons~~ . ~ ~ <br /> <br /> To continue to explore the feasibility of this~project, <br />the Utilities DePartment is requesting that the geotechnical <br />engineering firm of Schnabel Engineering Associates (lowest <br />proposal of two firms Solicited) be hired to-perform the <br />detailed soil's boring's, profiles and analyses. <br /> <br /> If this work confirms the feasibility of~ the project, the <br />City could publicly sOlicit proposals from private firms to <br />develop the mineral mining operation with the City being paid <br />royalties for the material removed. At the completion of the <br />mineral mining Operation, the facility would be flooded to <br />increase the storage capacity of Lake Kilby. <br /> <br /> I concur with this proposal and recommend the award of <br />contract to Schnabel Engineering Associates." <br /> <br /> Motion of Mr. Hawks, and seconded by Mrs. Lucas to award a <br />contract to schnabel Engineering Associates for geotechnical <br />work to study the feasibility of increasing the capacity of <br />Lake Kilby, and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br /> 90-422 -Councilman Epperson offered the following <br />nominations to the following Boards/Commissions: <br /> <br /> Board of Building Code Appeals <br /> <br /> carrol E. Davis was appointed for a term of four years, <br />ending September 1, 1994, replacing Robert L. Turner, Sr. <br /> <br />BOCA Fire Code Board of Appeals <br /> <br /> William T. Smith, was reappointed to a term of two years, <br />ending October 1, 1992. <br /> <br />Commission of ArChitectural Review - Park View/Port <br /> <br />Norfolk <br /> <br /> George G. Joyner, III, appointed to fill an unexpired <br />term, ending April 1, 1993, replacing Bartley F. Tuthill. <br /> <br /> Supplemental Retirement Board <br /> <br /> Eugene C. Beacham and James E. Jarvis, reappointed for a <br />term of four years, ending October 1, 1994. <br /> <br /> <br />
