398 <br /> <br />October' 9~ '19~90 <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Hawks, the <br />following resolution was approved on first reading, and by <br />6-1 (Corprew)~vote: . -~ - ~ ~ <br /> <br /> "A RESOLUTION AUTHORIZING THE ISSUANCE OF $4,550,000 OF <br /> GENERAL OBLIGATION BONDS OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA FOR THE PURPOSE OF PROVIDING FUNDS TO PAY THE <br /> COST OF VARIOUS IMPROVEMENT PROJECTS OF SUCH CITY AND <br /> AUTHORIZING' AND PROVIDING WITH RESPECT TO THE ISSUANCE AND <br /> SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND <br /> ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE AND <br /> RECEIPT OF THE PROCEEDS OF SALE OF SUCH BONDS." <br /> <br /> 90-419 - Letter from the City Manager recommending <br />adoption of a resolution authorizing the acceptance of property <br />located on the northwest corner of Eighth and Jefferson Streets <br />from the Portsmouth Redevelopment and Housing Authority. <br /> <br /> "As a result of shifting demographics in the downtown <br />area, it has become necessary to relocate a playground located <br />at 5th and Fayette Streets. The new playground will be located <br />at 8th and Jefferson Streets. The old 5th and Fayette <br />playground was established with a grant from the National Park <br />Service with a stipulation that it have perpetuity status. <br /> <br /> In order to legally designate the 8th and Jefferson site <br />as a replacement, the status as a permanent recreation area <br />must be transferred to the new playground. <br /> <br /> I, therefore, recommend your approval of the attached <br />resolution affirming the above perpetuity status." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Hawks, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT <br />PROPERTY LOCATED ON THE NORTHWEST CORNER OF EIGHTH AND <br />JEFFERSON STREETS FROM PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY FOR THE PURPOSE OF A PERMANENT <br />RECREATION SITE. <br /> <br /> WHEREAS, the City wishes to abandon a recreation site <br />located on the Northeast corner of Fifth and Fayette Streets, <br />the site hereinafter described as follows, to-wit: <br /> <br />Beginning at the southeast intersection of Nelson <br />and Fifth Streets; thence east along the south <br />right-of-way of Nelson Street 220'+ to a point; <br />thence south 70'+ to a point; then~s west 20'+ to <br />a point; thence ~outh 75'~ to a point; thence--east <br />70'+ to a point; thence south 90'+ to the north <br />rig~t-of-way of Fayette Street; t~ence west along <br />said right-of-way 290'+ to the east right-of-way <br />of Fifth Street; thenc~ north along said <br />right-of-way 240'~ to the south right-of-way of <br />Nelson Street, the point of beginning, a copy of <br />which is attached hereto, and marked "Exhibit A". <br /> <br />However, said property is currently restricted into perpetuity <br />for recreation, under a grant arrangement with the National <br />Park Service, pursuant to requirements and regulations outlined <br />in Section 10-10 of the URBAN PARKS AND RECREATION operations <br />manual; and <br /> <br /> <br />
