388 <br /> <br />October 9, 1990 <br /> <br /> At a called meeting of the City Council held on Tuesday, <br />October 9, 1990, there were present: <br /> <br />Mayor Gloria O. Webb, Vice Mayor E. G. Corprew Jr., <br />*Johnny M. -Clemons, John H. Epperson, Lee E. King, <br />James C. Hawks,~. Louise -Lucas, V~ Wayne Orton, <br />City Manager, Stuart E. Katz, City Attorney <br /> <br />90-404 The f'ollowing call for the meeting was read: <br /> <br /> "Please attend'a called meeting of the City Council to be <br />held in the Council Chambers, 6th floor of City Hall, 801 <br />Crawford Street, at 4:45 p.m., Tuesday, October 9, 1990, for <br />the purpose of a Public Work Session. <br /> <br /> In addition you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> The following items were discussed in the Public Work <br />Session: <br /> <br /> 1. Council was briefed by the City Manager on the past <br />funding and present funding for Churchland High School and <br />the other schools in the Capital Improvement Plan. <br /> <br /> 2. Council decided not to relOcate the Veterans Memorial. <br /> <br /> 3. A. James Fillion, Commissioner of Revenue, gave a <br />brief presentation on the Machinery and Tool Tax. <br /> <br /> 4. Council requested that the Staff bring back a_full <br />study on the proposal to include advantages and disadvantages <br />and costs of the Occupancy Permit Program for both a pilot and <br />full projection for the entire City. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Clemons, to go <br />into an Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards and <br />Commissions by the City Council as permitted under Subsection <br />(A) (1). <br /> <br />Motion was adopted by ~':~'unanimous vote. <br /> <br />The meeting re-convened at 6:40 p.m. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Clemons, <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council Member's knowledge <br />during the immediately preceding Executive Session of the City <br />Council: <br /> <br /> 1. Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> <br />
