<br />April 20. 2009 <br /> <br />At a Called Meeting of the City Council on Monday, April 20, 2009 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth <br />L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />09 - 214 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 20, 2009 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 215 - The following items were discussed in Public Work Session: <br /> <br />'" Proposed Operating and Capital Improvement Budgets <br />Elimination of 3rt re: tax rate increase designated for Waste Management <br />Transfer <br />$2.1 million tipping fee offset; impact of three cents re: tax rate increase on <br />average household <br />Update on FY09 position deletions <br />- Average Salary of Potential Reduction in Force Employees <br />Support to Civic Organizations <br />Hoffler Creek <br />Social Services fleet <br />City vehicle fleet <br /> <br />09 - 216 - Motion by Ms. Psi mas, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss personnel matters as per subsection 1, the disposition of publicly owned real <br />estate, as per subsection 3, and also for matters requiring the advice of legal counsel, <br />as per subsection 7. <br /> <br />The subject matter of the meeting is the proposed Holiday Inn along the <br />Crawford Connector, Southeastern Public Service Authority (SPSA), and also an <br />individual employee or official of the City. <br /> <br />The purpose of the meeting is to permit discussion of personnel matters, and <br />also strategy and negotiating position. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
