April 20. 2009 At a Called Meeting of the City Council on Monday, April 20, 2009 there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 09 - 214 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 20, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 215 - The following items were discussed in Public Work Session: '" Proposed Operating and Capital Improvement Budgets Elimination of 3rt re: tax rate increase designated for Waste Management Transfer $2.1 million tipping fee offset; impact of three cents re: tax rate increase on average household Update on FY09 position deletions - Average Salary of Potential Reduction in Force Employees Support to Civic Organizations Hoffler Creek Social Services fleet City vehicle fleet 09 - 216 - Motion by Ms. Psi mas, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss personnel matters as per subsection 1, the disposition of publicly owned real estate, as per subsection 3, and also for matters requiring the advice of legal counsel, as per subsection 7. The subject matter of the meeting is the proposed Holiday Inn along the Crawford Connector, Southeastern Public Service Authority (SPSA), and also an individual employee or official of the City. The purpose of the meeting is to permit discussion of personnel matters, and also strategy and negotiating position. The motion was adopted by the following vote: Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
