April 16. 2009 481 At a Called Meeting of the City Council on Thursday, April 16, 2009 there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith. 09 - 208 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held at the Portsmouth Renaissance Hotel and Conference Center, 425 Water Street, 7:00 p.m., Thursday, April 16, 2009 for the purpose of a Closed Meeting. By order of the Mayor." 09 - 210 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss one or more specific public officials and positions within city government. The subject matter of the meeting is personnel matters. The purpose of the meeting is to permit confidential discussion of this subject. The motion was adopted by the following vote: Ayes: Moody, Psimas, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psimas, and seconded by Mr. Whitehurst, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
