April 13. 2009 At a Called Meeting of the City Council on Monday, April 13, 2009 there were present: Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 09 - 188 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 13, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 189 - Motion by Ms. Randall, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss an appointee or appointees of the City Manager. The subject matter of the meeting is personnel matters. The purpose of the meeting is to permit confidential discussion of this subject. The motion was adopted by the following vote: Ayes: Psimas, Randall, Smith, Whitehurst, Moody Nays: None Motion by Mr. Smith, and seconded by Mr. Whitehurst, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Psimas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 190 - The following item was discussed in Public Work Session: 1. Proposed Operating and Capital Improvement Budgets - Betty Burrell, Chief Financial Officer On motion, meeting adjourned.
