406 <br /> <br />October 23, 1990 <br /> <br />OTHER ITEMS UNDER UNFINISHED BUSINESS <br /> <br />90-375 (a) GROUP HOUSING PROJECT: <br /> <br /> Mot~io~:of Mr~ Hawks and secon~ded by Mrs. Lucas, the <br />following resolution approved on first reading at the Regular <br />Meeting of October 9, 1990, was adopted on final reading and by <br />the following vote: <br /> <br /> "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING <br />PROJECT PURSUANT TO SECTION 40-55 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, SAID PROJECT BEING THE FINAL <br />BUILDING CONSISTING OF SIX CONDOMINIUM~UNITS OF THE PROJECT <br />KNOWN AS "COLUMBIA PLACE CONDOMINIUMS" AND DESIGNATED AS <br />GHP-90-1. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />at a meeting held July 23, 1985-, adopted a resolution granting <br />approval for Group Housing Project GHP~85-19 pursuant~to Section <br />40-55 of the Code of the City of Portsmouth, Virginia, 1973, <br />said project being known as "Columbia Place Condominiums" <br />consisting of thirty-six (36) condominium units on a 1.089 acre <br />parcel bounded by Washington, Columbia and South Streets; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />at a meeting held January 10, 1989, adopted a resolution <br />approving a revision to the plan for Group Housing Project <br />GMP-85-19, pursuant to Section 40-55 of the Code of the City of <br />Portsmouth, Virginia, t988; and <br /> <br /> WHEREAS, Roger Early, President and-General Partner of <br />Cclumbia Place Associates, has made application pursuant to <br />Section 40-55 of the Code of the City of Portsmouth, Virginia, <br />1988, for a group housing project to complete the final building <br />consisting of six (6) condominium units in the 500 block of <br />Columbia Street, in accordance with said resolutions, on a <br />parcel more particularly described as follows: <br /> <br />GHP-90-1 <br /> <br />and; <br /> <br /> Beginning on the south right-of-way line of Columbia <br />Street 140'+ east from its intersection with the east <br />right-of-wa~ line of Washington Street; thence south 56'+ <br />to a point; thence east 44'+ to a point; thence south 58T~ <br />to a point; thence east 66'~ to a point; thence north <br />114'+ to the south right-oflway line of Columbia Street; <br />thence west along said right-of-way line 111'~ to the <br />point of beginning. <br /> <br /> WHEREAS, the application has been determined by the <br />Planning Commission to have met the requirements of Section <br />40-55 of the Code of the City of Portsmouth, Virginia, 1988, <br />amended; and <br /> <br /> ~HEREAS, thelPlanning Commission has reviewed such <br />application ahd~ the Site plans submitted therewith, and has <br />recommended a conditional approval of said application; and <br /> <br />as <br /> <br /> WHEREAS, the developer has been informed that the approval <br />of a group housing project pursuant to Section 40-55 grants only <br />an exemption from certain requirements for residences as stated <br />in said section and does not constitute a waiver of any other <br />requirement embodied in the subdivision ordinance, zoning <br />ordinance, Code of the City of Portsmouth, Virginia, or any <br />other applicable local, state or federal laws or regulations; <br />and <br /> <br /> <br />
