<br />90-434 i Letter from the City Manager recommending adoption of
<br /> a resolut, ion authorizing the City Manager to enter into a
<br /> poliCe mutual aid agreement with the Cities of Chesapeake,
<br /> Hampton, Newport News, Norfolk, Portsmouth, Suffolk and
<br /> Virginia Beach, and the County of James City.

<br /> "Chiefs of the Hampton ~Roads police agencies must rely on
<br />each other for law enforcement assistance under special
<br />circums%~nces. I'r~ recognition .of these ~needs, Chesapeake,
<br />Hampto~-;~N~ewpor~t N~ws-;~ Nor~olk, Portsm0uth,~ Suff~olk, .virginia
<br />Beach ~nd the County ~of'' James 'City are proposing-to enter into a
<br />Police Mutual Aid Agreement.
<br />
<br /> Virginia Code Section 15.1-131, 15.1-131.3 and 15-.1-131~5
<br />authorize this typ~ ~of agreement between law enforcement
<br />agencies. Such an a-greeraent should enhance the effectiveness of
<br />law enforcement in our region for the benefit of all its
<br />citizens.
<br />
<br /> I, th'erefore, recommend that you endorse the Police Mutual
<br />Aid Agreement by approval of the attached resolution."

<br /> Motion of Mr. Hawks and seconded by Mr. Epperson, the
<br />following resolutien Was adopted on first .and final reading, and
<br />by the f'ollowing. ~ote:

<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
<br />POLICE 'MUT~3~L AID AGREEMENT WITH THE CITIES OF CHESAPEAKE,
<br />HAMPTON, N~EWPORT NEWS, NORFOLK, PORTSMOUTH, SUFFOLK AND VIRGINIA
<br />BEACH, AND THE COUNTY OF JAMES CITY.
<br />
<br /> WHEREAS, Virginia law authorizes local governments to
<br />enter into reciprocal agreements for mutual aid 'and for
<br />cooperation in the furnishing of police services; and
<br />
<br /> WHEREAS, the Cities of Chesapeake, Hampton, Newport News,
<br />Norfolk, Portsmouth, ~Suffolk and Virginia Beach, and the County
<br />of James City have determined that the provision of police
<br />mutual aid to cross ~jurisdictional lines will increase their
<br />ability to preserve and protect public safety and welfare; and
<br />
<br /> WHEREAS/ ~it is mutually beneficial to the said
<br />jurisdictions to enter into an agreement concerning mutual aid
<br />and cooperation in regard to law enforcement; and
<br />
<br /> WHEREAS, sa:id-agreement will also-be faVorably considered
<br />in regard to State certification of the local police
<br />departments.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia, that the City Manager be, and he hereby
<br />is, authorized to enter into a police mutual aid agreement with
<br />the Cities of Chesapeake, Hampton, Newport News, Norfolk,
<br />Portsmouth, Suffolk and Virginia Beach, and the County of James
<br />City f0r ~the purpose of providing assistance-in-.law enforcement
<br />matters as may from time to time be requested~"

<br />90-435 Letter from the City<Manager recommending adoption ~of
<br /> a motion to refund $25.84 (with interest) to Robert Outlaw
<br /> Jr.'& Myra H. Outlaw for real estate taxes assessed and
<br /> paid in error for the fiscal years of 1986~87 through
<br /> 1990-91.
