<br />At a Called Meeting of the City Council on Tuesday, March 24, 2009 there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Oouglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />09 - 155 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 24, 2009 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />09 - 156 - The following items were discussed in Public Work Session:
<br />
<br />1. Bon Secours Maryview Medical Center Resolution of Support - Robert Guanci, Vice
<br />President Operations Bon Secours Maryview Medical Center
<br />
<br />2. Police Chief Report - Chief Edward Hargis
<br />
<br />3. Courts Legislation Update - Kenneth Chandler, City Manager
<br />
<br />09 - 157 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss or consider the possible sale of publicly held real property, as per subsection 3,
<br />discussion with staff legal counsel about pending or threatened litigation as per
<br />subsection 7, and information about a pending criminal investigation as per subsection
<br />17.
<br />
<br />The subject matter of the meeting is the Crawford Connector development site,
<br />and the former I. C. Norcom High School development site, and also certain confidential
<br />criminal enforcement matters.
<br />
<br />The purpose of the meeting is to permit confidential discussion of negotiating
<br />strategy with developers, and also law enforcement in specific criminal cases.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.

<br />The motion was adopted by the following vote:
