Campbell, 2957 Princess Anne Crescent, <br />Chesapeake, Virginia, representing PARC Place, requested that <br />PRHA grant them $20,000 to match a HUD grant. (See Exhibit <br />990-448 for written remarksk <br /> <br /> Mary Watson, 222 Dekalb Ave, <br />Roads Habitat for Humanity spoke <br />housing for all citizens. <br /> <br />representing South Hampton <br />in support of affordable <br /> <br /> James Allman, 6961 Riddick~t., Norfolk, Virginia, <br />representing Champion Enterprises, spoke in support of the <br />Community Development Program, and asked that the need for <br />handicapped housing be addressed. <br /> <br />1991 <br /> <br /> Bill Watson,200 Gee Street, spoke concerning the need for <br />affordable land to be made available for the small businessman <br />and requested a definition of minorities.~.~ <br /> <br /> Steven Strong, representing Strong Enterprises, spoke <br />concerning his past applications for Community Development <br />Block Grants, and his proposals for Handicapped Housing and <br />Transitional Housing for females released from incarceration. <br />Mayor Webb read a l~tter from the United Cerebral Palsy of <br />Southeastern Virginia, Inc., endorsing Mr. Strong~- proposal. <br />(See Exhibit 90-448.) .... ~-- ~-. <br /> <br />90-449 - Non-Agenda Speakers: <br /> <br /> Bill Watson, 200 Gee Street, representing Highland- <br />Biltmore Civic League spoke in opposition to any new jail <br />improvements. <br /> <br /> Larose M. Mann, 805 Jewell Avenue, requested a waiver from <br />the Council concerning regulations for driveway aprons. Council <br />referred the matter to the City.
