426 <br /> <br />November 13, 1990 <br /> <br /> The $97,384 match from the City, along with the State <br />appropriation, will allow the General Medical Clinic to <br />continue operating three days per week, four hours per day. <br />Without this funding, the Portsmouth Health Department would be <br />unable to provide critical health care services to the indigent <br />residents in Portsmouth. <br /> <br /> The current City budget contains matching appropriations <br />of $972,252 for the~Public Health Department. A set-aside of <br />approximately $79,257 was included in the Emergency Budget. <br />Contingency because'the City pledged to match any additional <br />appropriations that the State would provide for the Department. <br /> <br /> With the receipt-of the additional grant, the City's share <br />for the Health Department for Fiscal Year 1991 is $1,041,223. <br />This represents a shortfall of $68,971 to meet the City's share <br />for the General Medical Clinic. As planned, the set-aside in <br />the Emergency Budge~ Contingency would be used to fund this <br />shortfalt~.~' ~ ~- <br /> <br /> I, therefore, recommend that you approve the transfer of <br />$68,971 from the Emergency Budget Contingency for the <br />Department." <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. King, to <br />transfer $68,971 from the Emergency Budget Contingency as <br />requested and was adopted by unanimous vote. <br /> <br /> 90-459 - Letter from the City Manager recommending <br />adoption of a motion to refund $62.48 plus interest, to James <br />F. and Iona G. Cerza for real estate taxes assessed and paid in <br />error for the fiscal years of 1986-87 through 1989-90. <br /> <br /> "The City Assessor is requesting a refund of $62.48, plus <br />interest, to James F. & Iona G. Cerza whose mailing address is <br />3604 Forrest Haven Lane, Portsmouth, Virginia 23703. The <br />parcel of land has been over-assessed because the lot size was <br />not reduced after the sale in 1980 of a portion to the State <br />Highway Department. The refund is for the Real Estate Taxes <br />assessed and paid in error for the fiscal years of 1986-87 <br />through 1989-90. <br /> <br /> t recommend your approval of this motion for a refund plus <br />interest." <br /> <br /> Motion of Mr. Epperson, <br />refund $62.48 plus interest, <br />unanimous vote. <br /> <br />and seconded <br />as requested, <br /> <br />by Mrs. Lucas, to <br />and was adopted by <br /> <br />-.NEW BUSINESS <br /> <br /> 90-460 - Mr. Epperson, offered the following nomination to <br />the following Board: <br /> <br />Commission of Architectural Review <br /> <br /> Alan Coker was appointed to fill an unexpired term, ending <br />May 1, 1992, replacing Curtis Gent. <br /> <br /> Motion of Mr. Epperson, and seconded by Mr. Clemons, <br />there being no further nominations, that the citizen be <br />appointed to the above Commission, and was adopted by unanimous <br />vote.
