Subsequent television inspection of the line reveals <br />major problems with separated joints and cracked pipe. These <br />conditions are allowing sand and dirt to enter the main clogging <br />both it and the downstream sewage suction well that serves the <br />entire neighborhood. <br /> <br /> The $30,000 appropriation from the Public Utility Capital <br />Improvement Fund would cover the cost of materials, paving, <br />sidewalk, and curb and gutter replacement with the labor being <br />provided by Public utilities forces. The Public Utility Capital <br />Improvement Project entitled "Miscellaneous Extensions & <br />Improvements" was specifically set up for this type of project <br />and parallels the "Hot Spots" funds that Public Works has set <br />aside for small projects. <br /> <br /> I encourage your adoption of the attached ordinance. With <br />your approval of this item, the balance of the authorized Public <br />Utility Bonds will be $17,585,000." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. King, the <br />following ordinance was approved on first reading, and by <br />unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $30,000.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENT FUND TO REPLACE 920 FEET OF GRAVITY <br />SEWER MAIN ON NELSON STREET, PORTSMOUTH, VIRGINIA." <br /> <br /> 90-471 Letter from the City Manager recommending adoption <br />of the following resolution and ordinances pertaining to the <br />proposed 1991 Community Development Block Grant Program: <br /> <br />Resolution approving the 1991 Community Development <br />Program of the City of Portsmouth, Virginia, <br />authorizing the City Manager to file documents <br />required to obtain the City's 1991 Community <br />Development Block Grant Entitlement. <br /> <br /> <br />
