March 10. 2009 At a Called Meeting of the City Council on Tuesday, March 10, 2009 there were present: Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., *Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 09 - 133 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 10, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 134 - The following items were discussed in Public Work Session: 1. Real Property Assessment Summary - Alethia Bryce, City Assessor 2. Senior Tax Relief - Reynold Jordan, Director of Social Services 09 - 135 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider: . The performance of specific public officials, as per subsection 1; . Investing public funds where competition or bargaining is involved, as per subsection 6; and The subjects of the meeting are the performance of public officials and financial matters requiring the advice of the City's financial advisor. The purpose of the meeting is to permit confidential discussion of these subjects. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None
