March 9. 2009 At a Called Meeting of the City Council on Monday, March 9, 2009, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Deputy City Manager Paul Holt III, Senior Deputy City Attorney George M. Willson. 09 - 127 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 9, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 128 - The following items were discussed in Public Work Session: 1. Midtown Tunnel/Martin Luther King/ Public Private Transportation Act Update - Mr. William H. Allen, Director of Project Development, Skanska USA 2. Midtown Tunnel/Martin Luther King Update - Paul Holt III, Deputy City Manager 3. High Street! London Boulevard Form Base Code - Paul Holt III, Deputy City Manager 4. Radio Communication System Update - Mark Gardner, Director of Information Technology. 09 - 129 - Motion by Mr. Smith, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss one or more specific public officials and positions within city government. The subject matter of the meeting is the performance of public officials. The purpose of the meeting is to permit confidential discussion of this subject. Motion by Mr. Heretick, and seconded by Ms. Psi mas, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Holley Nays: None 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Holley Nays: None
