December 11, 1990 Motion of Mr. Hawks and seconded by Mr. Clemons, to approve the following ordinance, on first reading, and by unanimous vote. "AN ORDINANCE TO APPROPRIATE $185,000.00 FROM THE CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF FIRE FIGHT- ING EQUIPMENT FOR THE PORTSMOUTH FIRE DEPARTMENT." 90-487 Letter from the City Manager recommending adoption of an ordinance to amend the Code of the City of Portsmouth, Virginia, 1988, as amended, by amending Section 37-132 pertaining to taxi cab fares. "The City has been requested to approve an increase in taxicab rates within the City limits. The last increase was granted in 1986. Attached for your information is a comparison prepared by Management Services which shows taxicab rates in Hampton Roads communities. The requested increase was substantial, amounting to 29% for a one mile trip and 42% for a five mile trip, and would result in the highest fares among the communities surveyed except for Chesapeake, which recently adopted the fare structure requested in Portsmouth. A member of my staff has talked to Mr. James Harris of Safeway Cab Service, who requested the increase, as to whether he would be agreeable to a lower increase. The City's recommendation was for an initial charge of $1.85 for the first 1/6 mile and a charge of $0.20 for each additional 1/6 mile. This is approximately a 20% increase in fares, depending on the length of the trip, which closely approximates the 20.3% increase in the Consumer Price Index from September, 1986 to September, 1990. Mr. Harris has indicated that this would be an acceptable fare structure. Accordingly, I recommend that you adopt the proposed ordinance increasing taxicab rates as specified." James Harris, 5616 Darby Close, President Safeway Cab Company, spoke in support of the ordinance. Motion of Mr. Hawks and seconded by Mr. Epperson, the following ordinance was adopted, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTION 37-132 PERTAINING TO TAXI CAB FARES." Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb Nays: None 90-488 - Letter from the City Manager recommending adoption of an ordinance to amend the Code of the City of Portsmouth, Virginia, 1988, by amending Section 2-166, pertaining to general powers and duties of the City Manager. "section 2-166 of the City Code provides for the general powers and duties of the City Manager. Whenever the City Manager is absent from his office, there is currently no provision for assumption of his duties. However, the position of Deputy City Manager has recently been created, and the Deputy is informed on all major activities of the City government and is fully capable of acting in the place of the City Manager.
