December 11, 1990 <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Clemons, to <br />approve the following ordinance, on first reading, and by <br />unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $185,000.00 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF FIRE FIGHT- <br />ING EQUIPMENT FOR THE PORTSMOUTH FIRE DEPARTMENT." <br /> <br /> 90-487 Letter from the City Manager recommending <br />adoption of an ordinance to amend the Code of the City of <br />Portsmouth, Virginia, 1988, as amended, by amending Section <br />37-132 pertaining to taxi cab fares. <br /> <br /> "The City has been requested to approve an increase in <br />taxicab rates within the City limits. The last increase was <br />granted in 1986. Attached for your information is a comparison <br />prepared by Management Services which shows taxicab rates in <br />Hampton Roads communities. <br /> <br /> The requested increase was substantial, amounting to 29% <br />for a one mile trip and 42% for a five mile trip, and would <br />result in the highest fares among the communities surveyed <br />except for Chesapeake, which recently adopted the fare <br />structure requested in Portsmouth. <br /> <br /> A member of my staff has talked to Mr. James Harris of <br />Safeway Cab Service, who requested the increase, as to whether <br />he would be agreeable to a lower increase. The City's <br />recommendation was for an initial charge of $1.85 for the first <br />1/6 mile and a charge of $0.20 for each additional 1/6 mile. <br />This is approximately a 20% increase in fares, depending on the <br />length of the trip, which closely approximates the 20.3% <br />increase in the Consumer Price Index from September, 1986 to <br />September, 1990. Mr. Harris has indicated that this would be <br />an acceptable fare structure. <br /> <br /> Accordingly, I recommend that you adopt the proposed <br />ordinance increasing taxicab rates as specified." <br /> <br /> James Harris, 5616 Darby Close, President Safeway Cab <br />Company, spoke in support of the ordinance. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Epperson, the <br />following ordinance was adopted, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTION 37-132 <br /> PERTAINING TO TAXI CAB FARES." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 90-488 - Letter from the City Manager recommending <br />adoption of an ordinance to amend the Code of the City of <br />Portsmouth, Virginia, 1988, by amending Section 2-166, <br />pertaining to general powers and duties of the City Manager. <br /> <br /> "section 2-166 of the City Code provides for the general <br />powers and duties of the City Manager. Whenever the City <br />Manager is absent from his office, there is currently no <br />provision for assumption of his duties. However, the position <br />of Deputy City Manager has recently been created, and the <br />Deputy is informed on all major activities of the City <br />government and is fully capable of acting in the place of the <br />City Manager. <br /> <br /> <br />
