<br />February 24. 2009 <br /> <br />- City Manager's Report - <br /> <br />09 - 117 - Adoption of an ordinance to reprogram $250,000 in the 2008-2009 Capital <br />Improvements Fund by transferring said sum from the Churchland Bridge Project to a <br />new project to repair the City Jail Rooftop equipment-screening wall. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The FY 2009 Capital Improvement budget included $500,000 for urgent repairs <br />to the Churchland Bridge. Due to favorable market conditions and minimal unforeseen <br />work uncovered during repairs, this project will be completed for under $250,000, <br />leaving $250,000 available for reallocation. <br /> <br />Discussion: <br />. During planning for mechanical equipment replacement on the roof of the City <br />Jail, city employees discovered extensive corrosion on the steel frame of the rooftop <br />equipment-screening wall that has caused severe deterioration to the wall cap and pre- <br />cast concrete and brick screening wall panels. <br />. On February 5, 2009, Roland McPherson, a structural engineer under contract <br />with the City, inspected the equipment-screening wall and determined that the wall cap <br />and numerous pre-cast concrete and brick wall panels are in danger of failing. If <br />allowed to fail, portions of this screen wall could fall onto the court complex plaza below. <br />. To eliminate this life-safety hazard, the equipment screen wall needs to be <br />removed as soon as possible. Until quotes are received to perform this work, it's <br />uncertain whether the $250,000 available from the Churchland Bridge project will be <br />sufficient to pay for this urgent remedial action. <br />. A replacement equipment screen wall needs to be designed and installed as time <br />and funds allow. <br /> <br />Financial Impact: <br />. The un-obligated balance on the Churchland Bridge project may be sufficient to <br />fund the cost of this urgent work. <br /> <br />Recommended Action: <br />. Approval of an ordinance authorizing the transfer of $250,000 of Capital <br />Improvements funds from the Churchland Bridge project to a new project to repair the <br />City Jail rooftop equipment-screening wall. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps: <br />. Start procurement procedures to secure a contractor to remove the rooftop <br />equipment-screening wall on the City Jail to abate the immediate life safety hazard. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REPROGRAM $250,000 IN THE FY 2008-2009 CAPITAL <br />IMPROVEMENTS FUND BY TRANSFERRING SAID SUM FROM THE <br />CHURCHLAND BRIDGE PROJECT TO A NEW PROJECT TO REPAIR THE CITY <br />JAIL ROOFTOP EQUIPMENT-SCREENING WALL." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 118 - Adoption of a resolution authorizing the City Manager to execute and submit a <br />proposal to the Virginia Department of Housing and Community Development for <br />Neighborhood Stabilization Program Grant Funds.
