January 8, 1991 <br /> <br /> "Virginia Power is currently upgrading its downtown loop, <br />a portion of which is located in the right-of-way of Water <br />Street. New switching facilities are required as the~downtown <br />loop is upgraded. Virginia Power informs us that the downtown <br />area of the City will be benefited~by this upgrading in that <br />there will be-f~r f.ewer electrical outages in the area. <br /> <br /> Since future development of the waterfront and adjacent <br />areas of great interest to the City, language has been included <br />in the easement agreement which would allow the city to require <br />Virginia Power ~o~ remove its facilities from the Water Street <br />Parking Lot. This would all~w\the~JCity to develop ~h~ p~rk,ing <br />lot as they might desire in the future. In the instance that <br />such a relocation was required by'-the City~ the City would be <br />required to proVide ether space for the switching station <br />within fifty feet of the area in which it is toTbe presently <br />built. <br /> <br /> I, therefore, recommend the adoption of the resolution <br />authorizing the execution of the necessary documents containing <br />the condition as may be in the best interest of the City." <br /> <br /> Motion of Mr. Hawks and seconded by Mr. <br />following resolution was adopted, and by the <br /> <br />Epperson, the <br />following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN <br />EASEMENT AGREEMENT WITH VIRGINIA POWER COMPANY FOR <br />INSTALLATION OF A SWITCHING STATION ON THE PROPERTY OF THE <br />CITY OF PORTSMOUTH, VIRGINIA DESIGNATED AS THE PARKING LOT <br />IN T~E 400 BLOCK OF WATER STREET. ~ <br /> <br /> WHEREAS, Virginia Power Company has requested an easement <br />for the installation of switching equipment on property of the <br />City of Portsmouth designated as the Water Street Parking Lot <br />in the 400 block of Water Street; and <br /> <br /> WHEREAS, the designated easement will facilitate the <br />installation of an upqraded power distribution system; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it to <br />be in the best interest of the City to grant such easement. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the City Manager be, and hereby <br />is, authorized to execute an easement agreement with the <br />Virginia Power Company for the installation of switching <br />equipment on property of the City of Portsmouth, Virginia, more <br />particularly described by that certain plat entitled "Plat To <br />Accompany Right-of-way Agreement, City of Portsmouth, Virginia, <br />Plat No. 24-90-0078"~ attached hereto and made a part hereof, <br />subject to such conditions as the City Manager deems to be~n <br />the best interest of the City." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 91-17 - Letter from the City Manager recommending adoption <br />of a resolution granting the Portsmouth Area Resources <br />Coalition, Inc.
