January 8, 1991 Motion of Mrs. Lucas and seconded by Mr~ Hawks, the following resolution was adopted, and by the following vote: "A RESOLUT'ION ~NDORSING REHABILITATION OF THE NEIGHBORHOOD FACILITY; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING. 9~EREAS~ th~ Cou~cit of the City of Portsmouth, Virginia, desires to p~0~i-de for the rehabilitation of the Neighborhood Facility, a recreation center primarily serving th~' needs of- low income inner city residents; and WHEREAS, ~he'U~b-an Park and Recreation ~ecovery Act of 1978 established a~grant program to assist communities i~ rehabilitation of park and recreation systems; and WHEREAS~ the ~City of Portsmouth is eligible to submit a grant applfcation for~funding pursuant to the regulations governing the administration and use of such funds, and has reviewed and considered the regulations and applications covering administra~i0n and use of said funds; an~ WHEREAS, the City of Portsmouth wil~ fund its local share of $107,142 out-of a total project amount of $357,142, and these local funds will be provided from General Obligation Bonds issued by the City of Portsmouth, and these funds will be available for the duration of the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City o~ Portsmouth, Virginia, that the Council does hereby endorse the grant application authorized by the Urban Park and Recreation Recovery Act of 1978. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia, authorizes the City Manager to plan, budget, and app~y'for'a Grant which, if'approved, will be used to fund the s~id r~ha'bflitation, ahd hereby requests the National Park Service to consider~and approve the application for this project, said project being in accord with the regulations governing the use and expenditure of such funds." Ayes: Clemons~ Corp~ew, Epperson, King, Hawks, Lucas, Webb Nays: None 91-t5'~ Letter f~om the City Manager recommending adoption of a resolution to vacate and release a storm drainage easement on the North side of South Street between Nottoway Avenue and Rodman Avenue. "Alton F. Catlett is the owner of two lots which front on the north side of South Street in our City. These two lots are encumbered by an easement for storm drainage acquired by the City in 1977. This~easement is no longer used by the City due to the fact that new storm drainage was laid in the right-of- way of the Street. Mr. Catlett has made application to the city asking that this easement be vacated and released to him in order that new structures may be'built on the lots. Mr.'Catlett has complied with all requirements of the City Code in this regard. I, therefore, recommend the adoption of a resolution authorizing~the' ekecution of the 'necessary documents."
