January 8, 1991 <br /> <br /> Motion of Mrs. Lucas and seconded by Mr~ Hawks, the <br />following resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUT'ION ~NDORSING REHABILITATION OF THE NEIGHBORHOOD <br /> FACILITY; AUTHORIZING THE CITY MANAGER TO SUBMIT AN <br /> APPLICATION FOR FUNDING. <br /> <br /> 9~EREAS~ th~ Cou~cit of the City of Portsmouth, Virginia, <br />desires to p~0~i-de for the rehabilitation of the Neighborhood <br />Facility, a recreation center primarily serving th~' needs of- <br />low income inner city residents; and <br /> <br /> WHEREAS, ~he'U~b-an Park and Recreation ~ecovery Act of <br />1978 established a~grant program to assist communities i~ <br />rehabilitation of park and recreation systems; and <br /> <br /> WHEREAS~ the ~City of Portsmouth is eligible to submit a <br />grant applfcation for~funding pursuant to the regulations <br />governing the administration and use of such funds, and has <br />reviewed and considered the regulations and applications <br />covering administra~i0n and use of said funds; an~ <br /> <br /> WHEREAS, the City of Portsmouth wil~ fund its local share <br />of $107,142 out-of a total project amount of $357,142, and <br />these local funds will be provided from General Obligation <br />Bonds issued by the City of Portsmouth, and these funds will be <br />available for the duration of the project. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />o~ Portsmouth, Virginia, that the Council does hereby endorse <br />the grant application authorized by the Urban Park and <br />Recreation Recovery Act of 1978. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, authorizes the City Manager to plan, <br />budget, and app~y'for'a Grant which, if'approved, will be used <br />to fund the s~id r~ha'bflitation, ahd hereby requests the <br />National Park Service to consider~and approve the application <br />for this project, said project being in accord with the <br />regulations governing the use and expenditure of such funds." <br /> <br />Ayes: Clemons~ Corp~ew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 91-t5'~ Letter f~om the City Manager recommending adoption <br />of a resolution to vacate and release a storm drainage easement <br />on the North side of South Street between Nottoway Avenue and <br />Rodman Avenue. <br /> <br /> "Alton F. Catlett is the owner of two lots which front on <br />the north side of South Street in our City. These two lots are <br />encumbered by an easement for storm drainage acquired by the <br />City in 1977. This~easement is no longer used by the City due <br />to the fact that new storm drainage was laid in the right-of- <br />way of the Street. <br /> <br /> Mr. Catlett has made application to the city asking that <br />this easement be vacated and released to him in order that new <br />structures may be'built on the lots. Mr.'Catlett has complied <br />with all requirements of the City Code in this regard. <br /> <br /> I, therefore, recommend the adoption of a resolution <br />authorizing~the' ekecution of the 'necessary documents." <br /> <br /> <br />
