January 8, 1991 <br /> <br /> As directed by the City Council, we have continued our <br />negotiations with the Radnor/Barge Corporation, the owners of <br />the City Hall.and Hoescht Celanese Buildings and have arrived <br />at the point where~an:appropriation is n~eded as well as <br />authorization-~to~p~oceed with the execution ef~the,necessary~ <br />legal documen~s~.~ <br /> <br /> The purchase price for the two~ facilities is approximately <br />$9,000,000 or, more specifically, $6,000,000 for the City Hall <br />Building and $3,000i000 for the Hoescht Celanese Building. The <br />City will purchase the City Hall Building and the Portsmouth <br />Redevelopment and Housing Author~ity will purchase the~ other <br />building. We will provide PRHA with 2,200,000 towards the <br />purchase price coupled with an $800,000 mortgage to be repaid <br />through the~.~ease.~ental payments. ~These~lease rental payments <br />amount to $337,800 annually over {he nex~ three and one-half <br />years and exceed the estimated mortgage payments.~ I have <br />attached a cost analysis of the entire transaction for you <br />information and~review. <br /> <br /> I recommend your favorable consideration of the <br />appropriation ordinance in the amount of $8,200,000 and the <br />motion to authorize me to execute the necessary documents <br /> ' h <br />needed to purcnase t ese facilities. With your approval of <br />this item, the balance in the Capital Improvement Fund will be <br />$12,286,791." <br /> <br /> Hank Fal~lon, 341 Park Manor Road, Vice President of the <br />Hedges Manor Civic League, spoke in opposition to the plan. <br /> <br /> George M. Rose~, 6407 Portsmouth Blvd., representing the <br />Hedges Manor Civi. c'League, spoke against tke plan. <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following ordinance was adopted on first reading, and by <br />unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $8,200,000.00 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF THE BUILDINGS <br />AT 801 CRAWFORD STREET AND 801 WATER STREET, PORTSMOUTH, <br />VIRGINIA." <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Epperson, to <br />authorize the execution of the necessary documents for the <br />acquisition of these facilities, and was adopted by unanimous <br />vote. <br /> <br /> 91-10 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $253,800 from the Public Utility <br />Capital Improvement Fund for the purpose of purchasing radios <br />compatible with the citywide system. <br /> <br /> "The City implemented its 800 MHZ trunked radio.system in <br />June of 1987. Publi~ Safety Departments were introduced first <br />with other departments coming on line during the Fall of 1988. <br />With the replacement of radio equipment fOr all personnel and <br />vehicles, the Department of Public Utilities will now complete <br />the City's transitions. ~ <br /> <br /> This project has ~been approved in th ! 9 0-95 Public <br />Utilities Capital Improvement Plan. The city has received a <br />proposal to provide necessary labor ands material to accomplish <br />this task for $253,800 from Motorola. ~ <br /> <br /> <br />
