<br />February 10. 2009 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 10, 2009 there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />09 - 82 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 10, 2009 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 83 - The following items were discussed in Public Work Session: <br /> <br />1. Derelict Structures Update - Stephenie Love I Kerri Messer I Terry Danaher I Martha <br />Ann Creecy, Neighborhood Quality Task Force <br /> <br />2. Center for Community Development Inc. - Maury Cooke <br /> <br />3. Staff Reports <br />Police Chief Hargis provided an update on the Police Department. <br />Librarian Sue Burton gave a report on the opening of the Churchland Library and <br />the possible relocation of the Cradock Library. <br /> <br />09 - 84 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss <br />appointments to boards and commissions and personnel matters, as per subsection 1; <br />and legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting includes appointments to boards and <br />commissions, individual employees, the confidentiality of personnel files, and economic <br />development matters. <br /> <br />The purpose of the meeting is to permit confidential discussion of individual <br />officials and prospective appointees, and also legal strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
