February 10. 2009 At a Called Meeting of the City Council on Tuesday, February 10, 2009 there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 09 - 82 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 10, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 83 - The following items were discussed in Public Work Session: 1. Derelict Structures Update - Stephenie Love I Kerri Messer I Terry Danaher I Martha Ann Creecy, Neighborhood Quality Task Force 2. Center for Community Development Inc. - Maury Cooke 3. Staff Reports Police Chief Hargis provided an update on the Police Department. Librarian Sue Burton gave a report on the opening of the Churchland Library and the possible relocation of the Cradock Library. 09 - 84 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss appointments to boards and commissions and personnel matters, as per subsection 1; and legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter of the meeting includes appointments to boards and commissions, individual employees, the confidentiality of personnel files, and economic development matters. The purpose of the meeting is to permit confidential discussion of individual officials and prospective appointees, and also legal strategy. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
