5O2

January 22, 1991

Motion of Mr. King and seconded by Mrs. Lucas, the
following ordinance was approved on first reading, and by
unanimous vote:

"AN ORDINANCE TO APPROPRIATE $34,592.00 FROM THE CAPITAL
IMPROVEMENTS FUND FOR IMPROVEMENTS TO THE CAVALIER MANOR
RECREATION CENTER, PHASE II."

91-32 Letter ~from the City Manager recommending adoption
of an ordinance to appropriate $589,520 from the Capital
Improvements Fund for the purpose of equipping the new
Churchland High School~

"On October t0, 1989, City Council appropriated funds
for construction of the new Churchland High School. 'At that
time, Council was requested to appropriate an amount that did
not include the major portion of funds allocated to equip the
school because it was 5ot necessary:for this expenditure to be
included at that point of project completion. The balance of~
the $650,000 earmarked for this purpose ($589,520), was included
in FY 90-91 of the t~990-9.5 Capital Improvement Plan.

Since the contractor plans to have the construction
completed in August 1991, appropriation of the balance of the
funding is necessary to begin the ordering process. Due to the
long lead time necessary in these-types of purchases, this
process must be initiated in the next month. The Director Of
Public Works, who is coordinating the construction, recommends
appropriation of the necessary funds at this time.

I have written to the School Superintendent advising him
again of my willingness to assist with these purchases. I
believe that with prudent selection of items and aggressive
competitive procurement we will be able to fully outfit the
school within the amount allocated for this purpose. I have
attached a copy of this letter for your information.

I, therefore, concur with the Director of Public Works and
recommend that the City Council appropriate $589,520 to purchase
furniture for the new Churchland High School. The balance
remaining in the Capital Improvement fund upon your approval of
this item will be $11,662,679."

Edgar M. Morgan, Jr., 3404 Freemason Drive, Principal of
Churchland High School, spoke in support of this item and.also
asked that Council try to find further funding in order to
completely supply the proper furnishings for the new high
school.

Motion of Mr. HawKs and seconded by Mr. Epperson, the
following ordinance was approved on first reading and by the
following vote:

"AN ORDINANCE TO APPROPRIATE $589,520.00 FROM THE CAPITAL
IMPROVEMENTS FUND FOR THE PURPOSE OF EQUIPPING THE NEW
CHURCHLAND HIGH SCHOOL."

Ayes: Epperson, King, Hawks, Lucas, Webb
Nays: Corprew

91-33 Letter from the City Manager recommending adoption
of an ordinance to appropriate $152,470 from the Capital
improvements Fund for miscellaneous drainage improvement
projects in the southern part of the City, and award of the
contract to the low bidder, Precon Construction Company.
