<br />January 27.2009 <br /> <br />2. That Virginia Supportive Housing is hereby granted a use permit pursuant <br />to Section 40-112 of the Code of the City of Portsmouth, Virginia (2006) for the <br />operation of Single-Room Occupancy (SRO) facility on property described as follows: <br /> <br />UP-08-20 <br /> <br />All of that property bounded by South Street on the south, Lansing Avenue on the west, <br />Clifford Street on the North and Richmond Avenue on the east excepting the property <br />known as 1622 South Street. <br /> <br />and <br /> <br />3. That the use permit is approved subject to the following conditions which shall be <br />observed by the applicant and any successor in interest: <br /> <br />(a) The facility shall contain no more than 60 units. <br /> <br />(b) That portion of Griffin Street between Lansing Avenue and Richmond Avenue <br />must be closed prior to site plan approval. <br /> <br />(c) Prior to site plan approval, a subdivision plat must be recorded which creates no <br />ore than two parcels of land. <br /> <br />(d) Prior to the issuance of a Certificate of Occupancy an operational plan shall be <br />reviewed and approved by the Director of Planning. <br /> <br />(e) A business plan approved by the Director of Planning must be provided that <br />addresses case management and property management. <br /> <br />(f) Prior to the issuance of a Certificate of Occupancy detailed applicant screening <br />policies and criteria must be reviewed and approved by the Director of Planning. <br /> <br />(g) Prior to the issuance of a Certificate of Occupancy a detailed description of <br />supportive services that will be provided and a list of service providers must be <br />reviewed and approved by the Director of Planning. <br /> <br />(h) Prior to the issuance of a Certificate of Occupancy a set of facility regulations <br />including, but not limited to, rules that govern visitors, times doors are locked, <br />unauthorized resident absences, vehicle ownership and/or usage by residents, and <br />permitted unit furnishings must be reviewed and approved by the Director of Planning. <br /> <br />(i) Prior to the issuance of a Certificate of Occupancy a rent schedule for residents <br />must be reviewed and approved by the Director of Planning. <br /> <br />(j) The plans and policies submitted under conditions numbered 4 through 9 above, <br />and all subsequent amendments thereto, as approved by the Director of Planning after <br />consultation with other city departments, including, but not limited to the Social <br />Services, Behavior Health, Police, Portsmouth Redevelopment and Housing Authority <br />shall be so maintained and implemented as a condition of this use permit. <br /> <br />(k) The applicant shall not violate any laws of the Commonwealth or ordinances of <br />the City related to peace and good order, nor suffer repeated or chronic violations by <br />any of its patrons or customers. <br /> <br />(I) The Department of General Services must approve the trash/garbage collection <br />system plan prior to the issuance of a Certificate of Occupancy. <br /> <br />(m) All exterior lighting must be directed away from residential development and the <br />Interstate. <br />
