February 12, 1991 <br /> <br /> "The 1990-95 Capital Improvement Plan identifies $250,000 <br />in Fiscal Year 90-91 for the Environmental Protection Agency <br />(EPA) Storm Water Permit. This is a mandatory regulation <br />imposed by the Federal Government through the EPA for all <br />cities with a population greater than 100,000. The deadline · <br />for completion of the first phase of the permit is May 1992 for <br />cities' the size.-o~f Portsmouth. <br /> <br /> The primary tasks required by this permit are a complete <br />map of the e~tire City storm drainage system and te~ting of the <br />outfalls from those pipes 36" and larger. Most of the other <br />cities plan to hire consulting firms to complete this work. <br />However~ the Director of Public Works has recommended that we <br />complete this permit "in house" with Engineering staff time <br />charged to the project in the same fashion as other~apital <br />Improvement projects. Some portions of the work will be <br />contracted out and other items or services purchased, but this <br />will be coordinated through the Engineering staff rather than a <br />consultant. <br /> <br /> The Director of Public Works recommends appropriation of <br />the $250,000 to begin work on the permit. <br /> <br /> I concur with this recommendation. With your approval of <br />this item, the balance in the Capital Improvements Fund will-be <br />$6,846,459." <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, the <br />following ordinance was approved on first reading and by <br />unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $250,000 FROM THE CAPITAL <br /> IMPROVEMENTS FUND FOR THE ACTIVITIES ASSOCIATED WITH <br /> PORTSMOUTH'S EPA STORM WATER PERMIT." <br /> <br /> 91-55 - Letter frbm th% City Manager recommending adoption <br />of an o~dinance to appropriate $310,000 from the Capital <br />Improvements Fund for the design of an addition and <br />modifications to the existing Jail structure at the Civic <br />Center complex, and award of the contract to the low bidder', <br />Williams~ Tazewell and Associates. <br /> <br /> "On January 22, 1991, I presented you with a plan for <br />modifications and improvements to the existing Jail s~ructure. <br />These were not intended to completely alleviate the <br />overcrowdin~ but rather to provide some positive relief to a <br />potentially explosive situation. <br /> <br /> At this time, it is necessary to appropriate $310,000 for <br />the design of the improvements and award of the design contract <br />to Williams, Tazewell and Associates. Williams, Tazewell and <br />Associates was selected through the procedure required for the <br />procurement of professional services. The required <br />appropriation is itemized as follows: <br /> <br />WilliamS, Tazewell and Associates <br />Testing, B~rings, Etc. <br />Contract Administration and Revliew <br /> <br />$290,000 <br />$ 10,000 <br />$ 10,000 <br /> <br /> TOTAL $310,000 ~ <br /> <br /> The primary emphasis of the improvements is a<two-story <br />addition to the existing structure. The program and support ~ <br />services are to be combined with the administrative offices on <br />the first floor, with the secon'd floor providing increased <br />inmate housing and a rooftop recreation~area. The total budget <br />intended ~for these improvements is $4,000,000, with award of a <br />construction contract anticipated in 1992. <br /> <br /> <br />
