Barbara Hurdle, 4513 Westborough Drive, Chesapeake, spoke in support of the <br />proposed Victory Crossing Hotel and Conference Center Project. <br /> <br />10. Eunice McMillan, 74 Armstrong Street. spoke in support of the proposed Victory <br />Crossing Hotel and Conference Center Project <br /> <br />11. Clyde Toler, 1029 Blair Street, apologized for comments he made at a previous City <br />Council Meeting. <br /> <br />12. Reverend Milton Blount, 1000 County Street, spoke in support of the proposed <br />Victory Crossing Hotel and Conference Center Project. <br /> <br />13. Dr. Leo Whitaker, 3520 Canterbury Drive, voiced his concern with what he believes <br />is a lack of equity with regards to the denial of Empowerment Zone bonds for the <br />proposed Victory Crossing Hotel and Conference Center Project. <br /> <br />14.
