<br />Januarv 12. 2009 <br /> <br />At a Called Meeting of the City Council on Monday, January 12, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />09 - 10 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, January 12, 2009 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />09 - 11 - The following items were discussed in Public Work Session: <br /> <br />1. Portsmouth Redevelopment and Housing Authority Updates - Kathy Warren, <br />Development Director for PRHA. <br /> <br />2. Hampton Roads Partnership - E. Dana Dickens, President & CEO <br /> <br />3. Municipal Finance Commission Report - Bruce LaLonde, Chairman <br /> <br />09 - 12 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss appointments to boards and commission, as per subsection 1, and legal <br />matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting is Council appointments and also the pending <br />lawsuit over courthouse construction. <br /> <br />The purpose of the meeting is to allow confidential discussion of appointments <br />and legal strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business lawfully exempted from open meeting requirements <br />under the Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the closed meeting was convened, were heard, discussed or considered in <br />the closed meeting just concluded. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
