March 12, 1991 <br /> <br /> I, therefore, recommend the adoption of the attached <br />ordinance appropriating $190,000 from the Capital Improvements <br />Fund and further recommend that I be authorized to enter into a <br />contract with Hands On!, Inc. to design the exhibits and <br />renovations for the Children's Museum. With your approval, the <br />amount remaining in the Capital Improvements Fund will b~ <br />$6,233,459." · ~ <br /> <br /> Jean Oast, Chairman of Museum & Fine Arts Commission, <br />4512 Winston Road, spoke in support of the project. <br /> <br /> Motion of Mr. King and seconded by Mr. Hawks, the <br />following ordinance was approved on first reading, and the <br />City Manager was authorized to enter into a contract with Hands <br />On!, Inc., by ~5-2 ~Corprew-Clemons) vote. - ~ <br /> <br /> "AN ORDINANCE TO APPROPRIATE $190,000 FROM THE CAPITAL <br /> IMPROVEMENTS FUND FOR THE DESIGN AND ARCHITECTURAL <br /> DRAWINGS FOR THE'RENOVATION OF THE CHILDREN'S MUSEUM <br /> BUILDING AND FABRICATION OF EXHIBITS." <br /> <br /> 91-89 Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $~200,000 from the Capital <br />Improvements Fund~for the South Harbor Pavilion and to <br />authorize the City Manager to execute the contract. <br /> <br /> "Last November, as part of the proposed waterfront <br />development plan, you heard for the first time about the <br />possibility o~aPerforming Arts Pavilion in the South ~arbor <br />area. In December, you reviewed preliminary contract issues <br />and authorized me to pursue development of a contract for this <br />facility. A proposed contract has been ~orwarded for your <br />review. <br /> <br /> I believe this project will be beneficial to our City, and <br />I encourage your support of this agreement. It is a unique <br />opportunity for us to test the concept of the South Harbor area <br />as an entertainment and festival site without first investing <br />scarce development dollars. Additionally, the development of <br />this site provides an alternative location for some of the <br />events that have created problems i~n the North Harbor area due <br />to the close proximity to the Olde Towne residential area. <br />Finally, the Pavilion poses the possibility of earning revenue <br />on land that has been vacant for many years. <br /> <br /> At this time it is necessary to appropriate $200,000 for <br />maximum total potential cost to the City over the five year <br />life of the agreement. In no case will the City pay more than <br />$50,000 per year for this agreement or 50% of the amount <br />received in.amusement tax revenues, whichever is less. <br /> <br /> I recommend your approval of the appropriation ordinance <br />in the amount of $200,000 from the Capital Improvements Fund, <br />and a motion to authorize me to execute the contract for the <br />South Harbor Performing Arts Pavilion.
