§48 March 12, 1991 Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb Nays: None : ~ - ~ 91-93 -Letter from the City Manager recommending adoption of a resolution expressing the concern of~the Council of the City of Portsmouth regarding the possible closure of the Naval Electronic Engineering Center in,Portsmouth; Virgin~a~ ' "The Navy ~is consider±ng relOcating'several ~ampton Roads based research, development, test, and~evaluation activit~ies~ including the Naval Electronic Systems Engineering Center in Portsmouth.~ This center employs~approximately 450!People and occupies 80,000 square feet of!P~iv~tely~o~ned Space. ~ ~ The Tidewater Area Service Contractors Association, Composed of local defense contractors, has asked all the Hampton Roads cities to adopt a'resolution expressing.their concern about the effects of these closures. I, therefore, recommend that you favorably consider this resolution." Motion of Mr~ Clemons a~d seconded by Mr, Epperson~. the following resolution was adopted end,by ~he following vote: "A RESO~OTION~E~RESSING THE CONCERN OF THE COUNCIL OF THE CITY OF PORT<SMOUTH T0~THE.~POSSIBLE CLOSURE OF THE NAVAL ELECTRONIC ENGINEERING CENTER IN PORTSMOUTH, VIRGINIA. W~EREAS, on or about November 5, 1990, the Senate and House of Representatives of the.United states of America enacted the National Defense Authorization Act for Fiscal Year 1991, Public Law 181-510 (the "Act"), which was subsequently signed into law by the President;~and WHEREAS, the Act includes a Provision entitled the Defense Base Closure and Realignment Act of 1990 whose purpose is to provide a fair process that will result in the timely closure and realignment of military installations inside the United States and establish an independent commission known as the Defense Base Closure and Realignment Commission(the "Commission"); and WHEREAS, on or before April 15, 1991, the Secretary of Defense shall' submit to Congress and the Commission a preposed list of bases for Closure and realignment; and WHEREAS, the Commission is authorized to change the bases on the list for closure and realignment in limited circumstances; and WHEREAS, no later than July!l, 1991, 'the Commission shall report to the President its findings!in review of the Secretary of Defense's selection process; and WHEREAS, the President shall on or before July 15,:1991, approve or reject the Commission's report and, if rejected, such report will be resubmitted within thirty (30) days; and WI~EREAS, if the President accepts the report, he shall formally propose it to Congress for enactment; and WHEREAS, the base closures and realignments contained in the Commission's report approved by the President may be implemented forty-five (45) days after it is submitted to Congress; and
