§48 <br /> <br />March 12, 1991 <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None : ~ - ~ <br /> <br /> 91-93 -Letter from the City Manager recommending adoption <br />of a resolution expressing the concern of~the Council of the <br />City of Portsmouth regarding the possible closure of the Naval <br />Electronic Engineering Center in,Portsmouth; Virgin~a~ ' <br /> <br /> "The Navy ~is consider±ng relOcating'several ~ampton Roads <br />based research, development, test, and~evaluation activit~ies~ <br />including the Naval Electronic Systems Engineering Center in <br />Portsmouth.~ This center employs~approximately 450!People and <br />occupies 80,000 square feet of!P~iv~tely~o~ned Space. ~ ~ <br /> <br /> The Tidewater Area Service Contractors Association, <br />Composed of local defense contractors, has asked all the <br />Hampton Roads cities to adopt a'resolution expressing.their <br />concern about the effects of these closures. I, therefore, <br />recommend that you favorably consider this resolution." <br /> <br /> Motion of Mr~ Clemons a~d seconded by Mr, Epperson~. the <br />following resolution was adopted end,by ~he following vote: <br /> <br /> "A RESO~OTION~E~RESSING THE CONCERN OF THE COUNCIL OF THE <br /> CITY OF PORT<SMOUTH T0~THE.~POSSIBLE CLOSURE OF THE NAVAL <br /> ELECTRONIC ENGINEERING CENTER IN PORTSMOUTH, VIRGINIA. <br /> <br /> W~EREAS, on or about November 5, 1990, the Senate and <br />House of Representatives of the.United states of America <br />enacted the National Defense Authorization Act for Fiscal Year <br />1991, Public Law 181-510 (the "Act"), which was subsequently <br />signed into law by the President;~and <br /> <br /> WHEREAS, the Act includes a Provision entitled the Defense <br />Base Closure and Realignment Act of 1990 whose purpose is to <br />provide a fair process that will result in the timely closure <br />and realignment of military installations inside the United <br />States and establish an independent commission known as the <br />Defense Base Closure and Realignment Commission(the <br />"Commission"); and <br /> <br /> WHEREAS, on or before April 15, 1991, the Secretary of <br />Defense shall' submit to Congress and the Commission a preposed <br />list of bases for Closure and realignment; and <br /> <br /> WHEREAS, the Commission is authorized to change the bases <br />on the list for closure and realignment in limited <br />circumstances; and <br /> <br /> WHEREAS, no later than July!l, 1991, 'the Commission shall <br />report to the President its findings!in review of the Secretary <br />of Defense's selection process; and <br /> <br /> WHEREAS, the President shall on or before July 15,:1991, <br />approve or reject the Commission's report and, if rejected, <br />such report will be resubmitted within thirty (30) days; and <br /> <br /> WI~EREAS, if the President accepts the report, he shall <br />formally propose it to Congress for enactment; and <br /> <br /> WHEREAS, the base closures and realignments contained in <br />the Commission's report approved by the President may be <br />implemented forty-five (45) days after it is submitted to <br />Congress; and <br /> <br /> <br />
