<br />December 9, 2008 <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item. <br /> <br />Motion by Mr. Smith, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION DIRECTING THE PLANNING COMMISSION TO INITIATE A REVIEW <br />OF THE CITY'S ZONING ORDINANCE PERTAINING TO THE USE OF BANNERS <br />AND TO REPORT THE COMMISSION'S RECOMMENDATIONS TO THE CITY <br />COUNCIL. <br /> <br />WHEREAS, the provisions of the City's Zoning Ordinance, Chapter 40 of the City <br />Code, pertaining to the use of banner signs have not been reviewed or amended since <br />their adoption over twenty years ago; and <br /> <br />WHEREAS, concerns have been raised that the regulations contained therein do <br />not satisfactorily address current economic development and communication needs. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that pursuant to Va. Code Section 15.2-2285B, the Council refers to the <br />Planning Commission for review and recommendations the question of whether the <br />provisions of the zoning code governing the use of banner signs need to be amended. <br /> <br />BE IT FURTHER RESOLVED that the Planning Commission's findings and <br />recommendations should be reported to the City Council within 100 days of the <br />Commission's January 2009 meeting, in accordance with said Code section. <br /> <br />BE IT FURTHER RESOLVED that the City Clerk shall send a copy of this <br />resolution to the Chairman of the Planning Commission." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 535 - Adoption of a motion accepting the 2009 Calendar of City Council Meetings. <br />Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Portsmouth City Council normally meets on the second and fourth Tuesday <br />of each month, and the Monday prior to the second and fourth Tuesday regular <br />meeting, except during the month of December where they meet on the second <br />Tuesday and the Monday prior. <br /> <br />Discussion: <br />. This action would allow the City Council to give advance notification to the <br />citizens, media, and city departments of the 2009 meeting schedule. <br /> <br />Financial Impact: <br />. There is no financial impact. <br /> <br />Staff Recommends: <br />. Adoption of the motion. Vision Principles: Bold New Directions <br /> <br />Next Steps following City Council Action: <br />. The City Clerk will post the 2009 Meeting Calendar on the City's webpage and <br />provide to the general public. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to accept the 2009 <br />Meeting Calendar of the City Council, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
