<br />November 25. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 25, 2008, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />*Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />08 - 492 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 25, 2008 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 493 - The following items were discussed in Public Work Session: <br /> <br />1. Cable Franchise Agreement - Cheran Cordell, Assistant City Attorney <br /> <br />2. Tax Exemption for Rehabilitated Properties - Alethia Bryce, City Assessor <br /> <br />08 - 494 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss the possible sale of publicly owned real estate. <br /> <br />The subject matter of the meeting is the proposed development of the former I. <br />C. Norcom High School site. <br /> <br />The purpose of the meeting is to permit discussion of strategy and negotiating <br />position. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Smith, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by the following vote. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: <br /> <br />appointments to boards and commissions, as per subsection 1; <br />
