This amount, when added to previously appropriated
funds, will provide sufficient resources for the project. The
Director of Public Works recommends appropriation of the
required funds and award of the contracts to the low bidders
(Century Concrete Services, Crofton Diving Corporation and
Crowder Contracting Company).

I, therefore, concur and recommend award of the contracts
and appropriation of the necessary funds. With your approval of
this item, the balance in the Capital Improvements Fund will be
$5,134,959."

Motion of Mr. Epperson and
following ordinance was approved
unanimous vote:

seconded by Mr. Clemons, the
on first reading, and by

"AN ORDINANCE TO APPROPRIATE $482,500.00 FROM THE CAPITAL
IMPROVEMENTS FUND TO PROVIDE FUNDS FOR THE COMPLETION OF REPAIRS
TO THE CHURCHLAND BRIDGE AND THE PARADISE CREEK BRIDGE."

91-147 Letter from the City Manager recommending adoption
of an ordinance to appropriate $204~600 from the Public Utility
Capital Improvements Fund for the installation of an alarm
system to connect with the overall Citywide Master System to
upgrade the existing systems at sewage pump stations, and award
of the contract to Sherwood-Logan & Associates, Inc.

"The City began to implement a remote alarm system in 1985
to indicate malfunctions at sewage pumping stations as required
by both State and Federal regulations. This system is now
active in 26 of our 50 pumping stations.

The requested appropriation will provide for an updated
computerized system, including the enhancement of the existing
remote units as well as provide equipment to expand the system
to our 24 stations not currently monitored. The project has
been approved in prior Public Utility Capital Improvement Plans.
The City competitively bid this project and the low bid received
to provide the necessary materials and services was $204,600
from Sherwood-Logan & Associates, Inc.

I, therefore, recommend that an appropriation of $204,600
be approved from [he Public Utility Capital Improvements Fund
and further recommend that the contract be awarded to Sherwood-
Logan & Associates, Inc. in order for work on this project to
begin. With your approval of this item, the balance of the
Public Utility Capital Improvements Fund will be $17,220,400.~

Motion of Mr. Hawks and seconded by Mr. King, the
following ordinance was approved on first reading, and by
unanimous vote:
