April 23, 1991 <br /> <br /> At a regular meeting of the City Council held on Tuesday, <br />April 23, 1991, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor E. G. Corprew, Jr., <br />Johnny M. Clemons, John H. Epperson, James C. Hawks, Lee E. <br />King, L. Louise Lucas, V. Wayne Orton, City Manager, Stuart E. <br />Katz, City Attorney~' <br /> <br /> Reverend Charles H. Bowens, Pastor of New Testatment <br />Baptist Church, opened the meeting with prayer followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb welcomed all in attendance. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Clemons, the <br />minutes of a Special Called Meeting of March 27, 1991; the <br />minutes of a Called Meeting of April 8, 1991; minutes of a <br />Public Hearing of April 8, 1991; minutes of a Called Meeting of <br />April 9, 1991; and minutes of a Regular Meeting of April 9, <br />1991, to be approved as received, and was adopted by unanimous <br />vote. <br /> <br />91-142 Presentations: <br /> <br /> Mayor Webb received a check in the amount of $11,000 <br />presented by John Carr, Plant Manager and Dave Armstrong, <br />Environmental Health and Safety Affairs Manager, representing <br />Hoechst Celanese for the Portsmouth Fire Department's Hazardous <br />Materials Response Team. <br /> <br /> Mayor Webb presented a proclamation to Rachel Forbes, <br />Wayne Jones and Lonnie Staylor for "Day of Prayer." <br /> <br /> Mayor Webb presented a proclamation to Iris Ewing and <br />Jayne White for "Beta Sigma Phi Week." . <br /> <br /> Mayor presented proclamations to John Stone, Admiral Paul <br />Welling, Gregory Wingfield, Bernard Griffin, Edward Brown, <br />Captain Rob Flagger, Dr. Robert Grimes, J. Robert Bray, and <br />Jeannie Clark in recognition of "Portsmouth Maritime Career <br />Week." <br /> <br /> Mayor Webb presented a proclamation to Adelaide G. Eberly <br />for "Arbor Day." <br /> <br /> Mayor Webb presented a proclamation to Paul Honaker for <br />"Living Legacy Week." <br /> <br /> Mayor Webb presented a proclamation to Tom Grubbs for <br />"Youth Week." <br /> <br /> The Mayor also presented a framed picture of Admiral Paul <br />Welling to the Admiral for being chosen as one of the <br />Outstanding Citizens of Greater Hampton Roads. <br /> <br /> 91-143 Public Hearing for the purpose of receiving views <br />from citizens on appointment of School Board Members. <br /> <br /> Dottie Wyatt, 99 Channing Avenue, representing self, spoke <br />and requested that the name of Robert C. Jacobs be included in <br />the list of names being considered for appointment to the School <br />Board. <br /> <br /> There being no other speakers for the Public ~earing, the <br />City Clerk read a list containing the following names to be <br />considered for appointment to the School Board: <br /> <br /> <br />
