<br />328 <br /> <br />November 19. 2008 <br /> <br />At a Called Meeting of the City Council on Wednesday, November 19, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Marlene W. Randall, Stephen E. <br />Heretick, Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst Sr., City Manager <br />Kenneth Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 480 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Wednesday, November 19, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 482 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss the <br />performance and salaries of specific public officials in the public safety sector, and also <br />appointments to boards and commissions. <br /> <br />The subject matter of the meeting includes retention of police and fire officials, and also <br />Council appointments. <br /> <br />The purpose of the meeting is to permit confidential discussion of personnel matters and <br />possible appointees. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psimas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of <br />the Code of Virginia, certifying that to the best of the Council Members' knowledge during the <br />immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements by <br />the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which the <br />Closed Meeting was convened, were heard, discussed or considered in the meeting <br />by the City Council. <br /> <br />The motion was adopted by the following vote. <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />On motion, meeting adjourned at 7:40 p.m. <br /> <br />Minutes prepared by: <br /> <br />~J~&~J <br /> <br />Daphney L.
