328 November 19. 2008 At a Called Meeting of the City Council on Wednesday, November 19, 2008, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst Sr., City Manager Kenneth Chandler, City Attorney G. Timothy Oksman. 08 - 480 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Wednesday, November 19, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 482 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss the performance and salaries of specific public officials in the public safety sector, and also appointments to boards and commissions. The subject matter of the meeting includes retention of police and fire officials, and also Council appointments. The purpose of the meeting is to permit confidential discussion of personnel matters and possible appointees. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psimas, Smith, Whitehurst, Holley Nays: None Motion by Mr. Heretick, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote.
