<br />November 10. 2008 <br /> <br />At a Called Meeting of the City Council on Monday, November 10, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Stephen E. Heretick, <br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 466 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, November 10,2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 467 - The following items were discussed in Public Work Session: <br /> <br />1. Capital Improvement Projects - Betty Burrell, CFO <br /> <br />2. Council Committees - Kenneth Chandler, City Manager <br /> <br />08 - 468 - Motion by Ms. Psi mas, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss the disposition of publicly owned real estate, as per subsection 3, and also for <br />matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subjects matter of the meeting are a proposal for a new Circuit Court <br />courthouse and legal issues related to retirement incentives. <br /> <br />The purpose of the meeting is to permit discussion of strategy and negotiating <br />position. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by the following vote. <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br />
