<br />October 28. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 28, 2008, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Stephen E. Heretick, <br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 450 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 28, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 451 - The following items were discussed in Public Work Session: <br /> <br />1. Davenport Presentation on Financing Plan - David Rose, Davenport <br /> <br />2. Council Liaison Reports <br />Councilwoman Elizabeth Psi mas - <br />. Announced Portsmouth candidates for the Allie Awards which will be held <br />Sunday, November 9, 2008. <br />. Announced that Rear Admiral William Kiser will be the Grand Marshall for <br />the 125th Annual Memorial Day Parade. <br />. Announced that a Coast Guard City Committee has been created to work <br />on trying to make Portsmouth a Coast Guard City. <br />Councilman Whitehurst - <br />. Announced that the joint meeting with the School Board will be held <br />November 24, 2008 at Park View Elementary School. <br />. Announced, along with Councilman Smith, a meeting to be held <br />November 5, 2008 that would involve members of the business <br />community and community organizations to work on a plan to increase <br />business in the Downtown area. <br />. Announced that he had been elected to the Virginia Municipal League <br />Executive Committee. <br />Councilman Smith - <br />. Reported on the Metropolitan Planning Organization/Planning District <br />Commission (MPO/PDC) and announced the new chair of Hampton <br />Roads Planning District Commission (HRPDC). <br /> <br />08 - 452 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />appointments by City Council, as per subsection 1; and <br /> <br />the disposition of publicly owned real property, as per subsection 3. <br /> <br />The subject matter shall be appointments by City Council to boards and <br />commissions and a proposed development for the prior I. C. Norcom High School site. <br /> <br />The purpose shall be to have confidential discussion of candidates and also real <br />estate negotiating strategy. <br />
