October 28. 2008 At a Called Meeting of the City Council on Tuesday, October 28, 2008, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 450 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 28, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 451 - The following items were discussed in Public Work Session: 1. Davenport Presentation on Financing Plan - David Rose, Davenport 2. Council Liaison Reports Councilwoman Elizabeth Psi mas - . Announced Portsmouth candidates for the Allie Awards which will be held Sunday, November 9, 2008. . Announced that Rear Admiral William Kiser will be the Grand Marshall for the 125th Annual Memorial Day Parade. . Announced that a Coast Guard City Committee has been created to work on trying to make Portsmouth a Coast Guard City. Councilman Whitehurst - . Announced that the joint meeting with the School Board will be held November 24, 2008 at Park View Elementary School. . Announced, along with Councilman Smith, a meeting to be held November 5, 2008 that would involve members of the business community and community organizations to work on a plan to increase business in the Downtown area. . Announced that he had been elected to the Virginia Municipal League Executive Committee. Councilman Smith - . Reported on the Metropolitan Planning Organization/Planning District Commission (MPO/PDC) and announced the new chair of Hampton Roads Planning District Commission (HRPDC). 08 - 452 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: appointments by City Council, as per subsection 1; and the disposition of publicly owned real property, as per subsection 3. The subject matter shall be appointments by City Council to boards and commissions and a proposed development for the prior I. C. Norcom High School site. The purpose shall be to have confidential discussion of candidates and also real estate negotiating strategy.
